His detached intellect drove Hydra's most terrifying advancements, viewing all life as raw material for his experiments. He excitedly projected a spinning 3D model of a Zapdos.
Red Skull's eyes, cold and calculating, narrowed as he took in the Zapdos's imposing form. He drummed his fingers impatiently on the cold steel table. The rhythmic tap echoed in the silence. He dismissed Zola's scientific ramblings about its unique electrical properties with a guttural grunt, uninterested in the how or why. His only interest was in its raw power. "Its purpose, Herr Skull, is absolute domination of the electromagnetic spectrum," Zola replied, his robotic arm gesturing to the holographic projection. "It can manipulate weather patterns, generate localized EMPs, and discharge electrical currents of unprecedented magnitude. Our energy weapons would be obsolete. Our communications would be impenetrable, while our enemies would be rendered deaf and blind."
"So, it is a weapon," Red Skull stated, a thin smile forming on his skull-like face. He appreciated simplicity.
"A weapon of unparalleled strategic value," Zola affirmed. "With this creature, we could cripple global infrastructure in moments. Financial markets would collapse. Military grids would fail. Governments would descend into chaos, ripe for Hydra's ascension."
Zola continued, completely lost in his own intellectual world. He gestured at a complex schematic, showing the Zapdos hooked up to a massive energy converter. The robotic face on his chest lit up with satisfaction.

Red Skull slammed his fist on the table. A sharp CLANG echoed through the bunker. Zola flinched, his digital face momentarily flickering.

He leaned forward, his pale eyes fixed on Zola.

"Hydra could then feed its own narratives into the void," Zola continued, outlining his plan with scientific precision. "Propaganda, false flag operations, carefully crafted misinformation. The populace would be utterly disoriented, ripe for our... guidance."
Red Skull nodded slowly. He savored the idea of psychological warfare on such a scale. The tactical advantage of sowing chaos before any physical attack was undeniable. This was the true path to conquest.
"Prepare the creature for immediate deployment," Red Skull commanded, his voice deep and resonant. "The world will learn to fear Hydra's power. It will be an example to all who resist."
A flicker of hesitation crossed Zola's digital face. He rarely questioned Red Skull, but this was a matter of scientific principle. The unknown variables were too great.

Zola's robotic hand hovered over the Zapdos projection. He gestured to the crackling energy fields surrounding it.
"We do not yet fully comprehend its psychology, its limits, or the potential for collateral damage," Zola explained, a hint of genuine caution in his tone. "Uncontrolled energy of this magnitude could prove detrimental to our own operations."
Red Skull scoffed, a dry, rasping sound that filled the silent bunker. His contempt for Zola's scientific timidity was clear. Such caution was a weakness he could not tolerate.
"Timidity, Zola, is a luxury Hydra cannot afford," Red Skull snarled, his voice a whip-crack of authority. "Brute force, coupled with Hydra's superior technology, will bend any creature to our will. This 'unpredictability' is merely a challenge."
He leaned forward, his crimson face a mask of iron resolve.
"Develop a containment and control system, Zola," Red Skull ordered, his eyes burning with cold ambition. "I want this creature fully subjugated. The concept of 'risk' is irrelevant when absolute power is the objective."
Zola's shoulders slumped, a subtle dip in his robotic frame. He knew arguing was pointless. He already saw the inevitable complications, the uncontrolled energy, the shattered systems.
