Every architectural drawing, engineering blueprint, environmental assessment, and stage of construction would require strict government supervision and formal approval before any real progress could be made.
Without those approvals, the Carter Group would undoubtedly demand an explanation. Stella had absolutely no intention of giving anyone, especially those with hidden agendas, an opportunity to interfere with the project or question her competence.
