The chamber atop Hokage Tower had always been a place of authority. War had been declared here. Treaties signed. Clans recognized and others dissolved.

But today, silence ruled it.

The Shinobi Council sat stiff-backed, eyes fixed but uneasy.

The Civilian Council whispered behind pale hands, their bravado cracked.

The Elders—Homura and Koharu—sat with spines rigid, but their eyes revealed unease.

And at the head of the table, with the weight of decades sagging against his shoulders, sat Hiruzen Sarutobi, the Third Hokage.

None of them looked powerful.

Naruto (slamming a seal):

The man fell silent, face pale.

Naruto:

Naruto (cutting, ice in his tone):

Naruto unrolled two older scrolls, their parchment yellowed.

Naruto:

"Nawaki Senju. Reassigned to a false path during an escort mission. Ambushed and killed. The real route would've been safe. Only one man knew the maps had changed—Danzo."

He unrolled the second.

Naruto:

"Dan Kato. Fed misinformation. Reassigned to a doomed unit. No backup. No medics. His death wasn't war. It was politics."

Gasps shook the chamber.

Naruto:

"Tsunade lost her brother. Her fiancé. Not to bad luck. To calculated erasure."

Koharu shut her eyes. Homura looked away.

Naruto:

"And you let it happen."

Naruto placed the last scroll on the table—gold-edged, glowing faintly.

Naruto (cold):

He read each line aloud, voice steady:

The Uzumaki Clan is reinstated as a founding clan, with land and archives restored. The Namikaze estate and inheritance are transferred under Uzumaki oversight. Danzo's network is dismantled. All proxies removed. His research surrendered. The truth of the Hyūga abduction is made public, with reparations issued.

Naruto:

"You will sign this. Or I will distribute every scroll I've shown you—and hundreds more—to every clan head, every villager… and every Kage across the world."

The chamber froze.

Koharu (whispering, horrified):

"You wouldn't…"

Naruto (flat):
