Basically, if an elemental technique is put against another elemental technique of same level but superior nature, it will prevail.

Basic / basic mastery – cutting leaves
Intermediate / mastery – cutting stones, trees
Advanced / grand master – cutting stones / boulders / vacuum techniques
Extreme – making & controlling manmade cyclone

Qualification of Jōnin is to have
"two intermediate" rank of elemental manipulation
Elite Rank Jōnin / S Rank has to have at least
1 S-rank jutsu, 2 "advanced mastery" elemental manipulation acts, and a good number of S-rank missions
