He thought about it for two days.
Then he told Lyra.
She read it and said: "Which category is the council deciding between."
"He doesn't say," Satou said.
"He wouldn't," she said. "He'd tell you the decision is being made and let you consider the options yourself." She looked at the paragraph. "The relevant categories are probably: a useful anomaly that doesn't fit existing frameworks and can therefore be tolerated without establishing precedent, or a new kind of thing that has to be formally reckoned with." She paused. "The second category requires the council to do something about it."
"Which is what Thalassian is telling me," Satou said. "That the council is moving toward the second category."
