"He's always thorough," Satou said.
"Yes," Lyra said. "Which is why the two weeks bother me less than they would if it were someone else." She opened her folio. "Someone improvising under pressure would use two weeks to make reckless decisions. Caldris uses it to make better ones." She paused. "What he'll have at the end of two weeks is a more refined version of an already capable plan."
