This was undoubtedly a coincidence.
Just as Nami knew Captain Nezumi, Captain Nezumi also knew Nami.

Emiya and Shizuka sped along the way and soon arrived at the Marine's Sixteenth Branch in the East Blue.
This was the area under Captain Nezumi's jurisdiction.
The highest-ranking official here was, without a doubt, Captain Nezumi.
The more than twenty villages, including Cocoyasi Village, were all under his jurisdiction, which was one of the reasons he could collude with Arlong.
In this small area, Captain Nezumi was undoubtedly a local tyrant. He could do whatever he wanted, and no one dared to oppose his decisions.
But Emiya didn't care about any of that.
He and Shizuka went straight in. When they burst into the Sixteenth Branch, they happened to see Nojiko tied to a cross and baking under the scorching sun. Two Marine soldiers were guarding her.

In the next second, Emiya used his telekinesis to untie the ropes binding Nojiko, lifted her up, and brought her to his side.
Nojiko had clearly been exposed to the sun for several hours and was dehydrated, on the verge of unconsciousness.
"That bastard," Shizuka cursed through gritted teeth, her fists clenching so hard her knuckles cracked. Emiya believed that if Captain Nezumi appeared in front of her, she would beat him to an inch of his life.
Emiya first created a full canteen of water, carefully gave Nojiko a drink, and then cast a few healing spells to treat her injuries.
Before long, Nojiko's eyes opened, and she came out of her dazed state.
"Emiya, Shizuka, you're back," Nojiko said, seeing Emiya.
She was both surprised and happy. Then she suddenly remembered something and quickly said, "Nami, Nami was captured!"
Emiya nodded. "Don't worry, Genzo already told me everything. We're going to save Nami now."
Shizuka had a different idea. "No, we're going to beat Captain Nezumi up first, and then we'll save Nami. I can't let that bastard get away with this."
"Alright," Emiya didn't object. The Sixteenth Branch didn't have any strong fighters, so beating up Captain Nezumi wouldn't take much time.
His telekinesis howled, and when it hit a hard object, it exploded.
Amidst a series of explosions, one building after another was destroyed by Emiya. The entire Sixteenth Branch was in chaos in an instant. Calls and screams were heard everywhere.

practicing Fish-Man Karate, she had only just started. It was enough for one or two ordinary Marines, but Captain Nezumi had a dozen or so Marines around him. They could easily take down Shizuka with a few punches and kicks.
Emiya's telekinetic hand shot out, grabbing Captain Nezumi, pulling him out of the crowd, and throwing him in front of Shizuka.
Captain Nezumi fell to the ground with a thud. As soon as he looked up, he saw Shizuka's furious face.
"Who are you..."
He didn't finish his sentence. Shizuka, who could no longer contain her anger, threw a punch.
Tile Fist!
The fist, filled with Shizuka's rage, hit Captain Nezumi
squarely in the face. Emiya clearly saw that the punch had caved in Captain Nezumi's face.
