Kamar-Taj forged three Sanctums on Earth: the New York Sanctum, the Hong Kong Sanctum, and the London Sanctum. Kamar-Taj used these three Sanctums as a base to construct a powerful magical formation to protect Earth from invasion by other Dimensional Demons.
Of course, some relatively powerful Demons can also use a small portion of their power to create an avatar and smuggle themselves onto Earth, like a certain dimension lord. There are also some ill-intentioned evil sorcerers who use dark magic to summon ancient demons.
These should be considered small loopholes in that huge defensive net, but it's none of Noah's business. For anything smuggled in, Noah can only applaud, because that means he has an extra task.
And now, Noah is in Manhattan, on Bleecker Street. He stands in front of a relatively old-looking building, with the address 177 Bleecker Street written on the doorplate.

The aura coming from the portal carried a chill. Looking through the circular opening, Noah saw the interior of an ancient building. Clearly, the other side of the portal was Ancient One's residence in the Himalayas.
After nodding to Wong, Noah followed Wong into the portal.

Ancient One smiled. Kamar-Taj does indeed welcome almost all comers, provided you have the talent to learn magic. Kamar-Taj's magic relies heavily on talent. Some exceptionally gifted individuals can learn magic almost instantly, like Ned, while those without talent may never learn magic in their entire lives.
