For this, he could give any intelligent creature that did not actively oppose him an opportunity to join the Void.
What level those intelligent creatures would grow to after joining the Void was not something Harvey needed to manage, at least not yet.

Harvey overlooked the various aspects of Xandar, discovering many different races, seeing them busy and bustling for life, with smiles on their faces.
Just then, Sonia had already pushed a large cart, delivering delicious food to the Villa.
"Mr. Kassadin, I have selected different flavors of food for you from the food court. This is enough for fifty people. Please taste these first."

Sonia's voice echoed in the Sky Garden, reminding Harvey that it was time to eat.

The latter were generally Bounty Hunters and some strong individuals who made a name for themselves through superpowers.
"So, you mean that the Celebrity Hotel's monthly ball will have many powerful people?"
Harvey listened to Sonia's words, deep in thought.
"Mr. Kassadin, judging by your direct check-in without a reservation."
"You don't seem to know much about our Celebrity Hotel."
"The Celebrity Hotel is less of a place for vacation and enjoyment, and more of a place to meet various celebrities."
"As long as you pay for a month's stay upfront, you get one entry opportunity."
"The ball is a masquerade, where everyone uses special props to conceal their identities, and only those who hit it off can learn each other's identities."
"So, your understanding is not wrong."
"You didn't know the rules and directly paid for a month's stay here. The ball will be held in half a month."

After Sonia neatly arranged the dishes, she opened a bottle of fine wine, leaned over, elegantly poured the wine, and then explained.

The golden mask on Harvey's face disappeared, his face covered by a layer of non-glaring golden light, and he said indifferently.
