He simply went with the flow, letting Lacey explain some of the explicit and implicit rules of Bounty Hunter.
His strength was great, but not so great that he could completely ignore all rules, so he still had to abide by what needed to be followed.
With Lacey's help, Harvey successfully registered an account and entered the Bounty website.
It included his resume, his appearance, the missions he had completed, and his Bounty Hunter rank, which directly became level two.
Incidentally, Lacey also proactively helped Harvey download and register an account for 'Shadow,' the Bounty Hunter's dedicated intelligence network.
