As the trio approached the Kumo encampment, the Raikage eyed the two legendary shinobi and one not so much with a predatory grin.
"So, the Leaf finally grows a spine?" the Raikage laughed. "What has the Konoha decided? And while we are talking business, I have an offer for you, Hyuga. You too, Uchiha. Why stay in a village that fears you and isolates you? Join Kumo. We value bloodlines. We don't hide them behind cages."

Tsunade marched into the Hokage's office, her boots thudding against the floorboards where Danzo was waiting. He led her and the clan heads, along with Orochimaru, deep into the bowels of the village... to the high-security cells overseen by Ibiki Morino. The air here was damp with smell of fecal matter.
They stopped before a heavy iron gate. Behind it sat a prisoner of the Hidden Stone, a man who had long since accepted that he would never see the sky again. He didn't even look up as the gate creaked open.
Tsunade's hands trembled slightly. She was a healer, yet here she was, being asked to play god with the dead but she had to for the village. Under Orochimaru's watchful eyes, she reviewed the hand seals or chakra flow of the technique. She was a prodigy; the complexity of the jutsu clicked in her mind in an instant.
Danzo reached into the folds of his robes and withdrew a small lacquered box. Inside lay a preserved fragment of flesh. "This is the flesh of Madara Uchiha," Danzo explained. "Tobirama-sensei collected it after the final battle at the Valley of the End. He studied it for years, trying to unlock the secrets of the Uchiha's resilience."
Tsunade took a breath, her hands moving through the signs which Orochimaru taught: Tiger, Snake, Dog, Dragon, Rat, Tiger.
She slammed her palms onto the prisoner's chest. His skin turned the color of ash then the process stalled. The ash crumbled, falling away like dry leaves, and the prisoner's body slumped over, lifeless and cold. The ritual had failed.
Danzo was shocked as already grey hair, aged another decade at thought of Madara's survival. "How... How could it be possible, Tobirama-sensei ensures Madara's death. Is this Genjutsu? Am I dreaming? What is real?" His mind spun with various thoughts but he did show on his face, that is how Hiruzen would have done it. If Madara is alive, that is all the more reason to get more pawns.
Danzo took multiple deep breaths and said, "It seems you lack the experience, Tsunade." "Let me try with another one."
The other clan heads didnot understand the implications of the failure.
He pulled out a second box from the coat, it contained the samples of everyone he wished to summon, which had a different flesh. This is the flesh of Mito Uzumaki. The first Jinchuriki of the Nine-Tails.
Danzo stepped toward a second prisoner. His hands moved as he executed the seals and pressed the sample into the sacrifice's skin. The prisoner screamed... a harrowing, guttural sound as his very identity was overwritten. Dust and ash swirled, forming the shape of a woman with vibrant red hair and a diamond mark upon her forehead.
As the swirling vortex of paper settled, the legendary Mito Uzumaki stood before them. Her eyes, clouded by the gray iris of the Reanimation, scanned the room with terrifying sharpness.
"It's Lady Mito" said Shikaku Nara as his cigarette fell in suprise and other clan heads followed suit with their suprise faces and mouth open wide.
"Interesting," Orochimaru muttered, his eyes wide. He looked at the failed pile of ash that should have been Madara and then back to Mito.
Orochimaru stepped forward, a thin smile playing on his lips. "The logic is simple, Tsunade. The Reanimation Jutsu requires the soul to be in the Pure Land. If Madara Uchiha could not be summoned, it means one of two things: either his soul is sealed away in a place the jutsu cannot reach... or the man is still breathing."
The implication sent a shiver down Tsunade's spine. Danzo, however, shook his head as he went to place the command tag while everyone was suprise. Orochimaru noticed but didnot say anything. "Tobirama-sensei was thorough. He experimented on the body himself and Madara was never sealed."
"And yet, he is not here. True, Madara Uchiha was never sealed by my husband or my brother-in-law.," Mito interrupted. She looked at her hands, then at the tearful Tsunade. "Tsuna... my little one. What have you done? To pull the dead from their rest... it is a sin your grandfather would never have forgiven."
Tsunade didn't care about the ethics in that moment. She threw her arms around her grandmother, ignoring the cold, papery texture of the reanimated skin. "Grandmother, everything is falling apart."
Danzo stepped forward to explain the situation... the capture of Kushina, Hiruzen's death, Hashirama and Tobirama being sealed, the demands of the Cloud, and the desperate gamble they were taking to keep the village from collapsing under a new war. And he didn't forget to mention that he was the Hokage.
Mito listened, her expression hardening. When Danzo finished, she let out a long, sharp sigh. "So, the 'Monkey'... Hiruzen... has allowed the village to come to this? And you got what you want, Danzo." Her eyes flashed with a sudden, terrifying power.
"If you have decided on this path, I will not stop you... Danzo. But I will not be a mere bystander. If Kumo dares to strike Konoha, I will show them why the Uzumaki were feared above all others. My presence alone should be enough to make the Raikage reconsider his greed." "You better summon the monkey as well."
"Sensei used the Shiki Fuin," Orochimaru said, his voice dripping with a feigned sympathy. "His soul is currently held within the belly of the Shinigami. He cannot be summoned."
Mito's lip curled in a mixture of pity and annoyance. "That monkey... choosing the most dramatic way to die. We will deal with him later."
Tsunade wiped her eyes, regaining her composure. The return of her grandmother had given her a pillar to lean on. She turned to a nearby Katsuyu clone, her voice echoing with newfound resolve. "Minato, tell the Kumo envoy to return to the Hokage Tower immediately. We are ready to dicuss the Peace treaty matters."
She then turned to different channel to Inoichi Yamanaka. "Inoichi, bring Kaien to the tower. And make sure far away from the Kumo's envoy. "
"Let's go." Danzo said.

A/N: Danzo though suprised by the failure was quick enough to recover and used the opportunity to summon Mito in an attempt to show Tsunade did not mistake.
So, now the confrontation begins.
Konoha side: Danzo (Blue B, Kagami [currently in Suna but can summoned back], Mito), Minato, Orochimaru, Tsunade, Fugaku, Hiashi, other clan heads (not much use but adds to number)
Kumo side: The Raikage, Aya, Kushina and other elites Renga, Dodai.
