Danzo didn't argue. He reached into his robes and produced a series of small, seal tags.
"Before you examine the techniques we will be considering for trade, I must insist on a mandatory seal," Danzo said. "Developed by the Second Hokage, this seal ensures that the specifics of these Jutsu do not leave this room via memory leakage or interrogation. It simply makes you forget the contents of the technique. To assure you, the seal has no affect later. You may examine the seal before you apply."
The clan heads, weary and wanting the meeting to end, didn't fight him. One by one, they applied the seals to their foreheads. The paper vanished into their skin with a faint shimmer, leaving their minds open to the scrolls Danzo unrolled across the table.
Catalog of Forbidden Arts (Kinjutsu)
As the scrolls unfurled, the sheer number of the techniques listed began to dawn on them.
1. Multi-Shadow Clone Technique
Unlike the standard shadow clone, this creates hundreds or thousands of physical clones. It is forbidden because it divides the user's chakra so thin it can be fatal.
2. Impure World Reincarnation (Edo Tensei)
This summons the souls of the deceased into living sacrifices. It is forbidden because it desecrates the dead and requires a human life to function.
3. Mutually Multiplying Explosive Tags
A technique where a single tag summons more tags, creating a near-infinite chain of explosions. Because the explosions are so massive the user would be caught in the blast and die.
4. The Eight Gates
Opening the gates allows a ninja to access 100% of their body's potential. The Gate of Death (8th Gate) grants power of a Kage but results in the user's certain death (combusting from the inside out).
5. Creation Rebirth
Developed by Tsunade. By releasing a massive amount of chakra, the user forces their cells to divide and heal any wound instantly. It is forbidden because humans have a finite number of cell divisions; using this shortens actual lifespan.
6. Dead Demon Consuming Seal
An Uzumaki clan technique, It summons the Shinigami (Death God) to seal a soul. The price is the user's own soul, which is devoured by the Shinigami and trapped in its stomach for eternity.
7. Reverse Four Symbols Seal
A sealing jutsu to be tattooed on the chest. It triggers upon death, spraying ink that forms a large sphere, sealing everything within that radius into the user's corpse to prevent the enemy from obtaining secrets.
8. Twin Snakes Mutual Death
A technique where the user makes a one-handed seal with the opponent's hand to kill both instantly.
9. The Caged Bird Curse Mark
The seal allows a member of the Main House of Hyuga to destroy the brain cells of a Branch member with a simple hand seal. It also seals the Byakugan upon the user's death, preventing the kekkei genkai from being stolen by enemies."

For hours, the heads of the clans had argued, which Kinjutsu to give away all while making sure they are not used effectively. At the center of the debate was the Hyuga clan's most guarded secret: the Caged Bird Curse Mark.
"We are at a crossroads where we need to do anything for survival," Shikaku Nara said, his voice tired. He leaned back, his eyes narrowing as he surveyed the room. "We can give the Kumo techniques, those that are activated upon death or necessitate it."
Danzo finally spoke. "The consensus is reached, then. This is the price of peace. We shall surrender the Reanimation Jutsu, the Reverse Four Symbols Seal, and the Caged Bird Curse Mark."
He looked toward the corner of the room where Hiashi Hyuga sat, rigid as a statue. "In exchange for providing the Caged Bird technique, the Hyuga clan will be exempted from any financial burden of this treaty. I still hold Blue B in custody; his presence provides us the leverage we need to squeeze further concessions from the Raikage. And Konoha shall summon any kage or elite jounin level shinobi before we give the Reanimation jutsu away."
Danzo's gaze then drifted to the rest of the table. "As for the rest... the ransom will vary between four to six billion Ryo. This cost will be distributed among the remaining clans...Uchiha, Senju, Shimura, Sarutobi, Nara, Akimichi, Yamanaka, Inuzuka, and Aburame... proportional to their strength and number of shinobi."
Fugaku Uchiha's chair screeched against the floor as he stood. His face was a mask of fury, his teeth gritted so hard his jaw muscles bulged.
"The Uchiha will not pay a single penny in taxes to Konoha until every cent spent on this ransom is returned to our coffers," Fugaku spat and didn't wait for a rebuttal. He turned on his heel and strode toward the door, gesturing for Minato Namikaze to follow him. "Minato, come. It is time we relieved Lady Tsunade at the front."
"Wait," Danzo commanded. "Take Hiashi with you. Let the Raikage see the Hyuga and the Uchiha standing side-by-side and that there are no political dilemmas."
Deep down, Danzo's motives were less about intimidation and more about control. He didn't trust Fugaku, especially after what the Raikage said about Uchiha colluding with Kumo at the Konoha gate. He wanted eyes on the Uchiha leader, and Hiashi was the perfect, silent sentry. After agreeing to his proposal of not needing to spend any money on this exchange, he owes me one.
With a flash of Yellow, Minato, Hiashi, and Fugaku vanished. They reappeared and displaced air beside Tsunade. Through her connection with Katsuyu, she already knew the council's decision. Without a word, she turned and headed back toward the village, leaving the men to handle the beast while she go summon the true monster who fought her Grandfather, Hashirama.
