Ranga, now a magnificent tempest wolf with silver fur that seemed to dance with contained lightning, approached. "Master, we are honored to serve under your guidance."
"And I'm honored to lead you," Rimuru replied. "But leadership comes with responsibility. I have three fundamental rules that everyone must follow:"
He paused, making sure every eye was on him.
"First: Do not attack humans unless they attack you first. We will not be the aggressors in any conflict."
"Second: Do not fight among yourselves. Goblins and wolves, you are now equals in this community. Respect each other."
"Third: Do not belittle other races. We will welcome anyone who comes to us in peace, regardless of their species."
The crowd murmured their agreement, and Rimuru could see the wisdom in their eyes—the evolution had not just changed their bodies, but expanded their minds as well.
"Master," said the hobgoblin elder, now a distinguished figure with silver hair and a commanding presence, "what shall we call our new community?"
Rimuru smiled. "We are the Tempest Federation. And this is just the beginning."
