"Explain the situation to me!"
"Chief Judge, pirates have invaded Enies Lobby," a Marine reported as he rushed in. "They're currently causing chaos all over the island."
"What?!"
The Chief Judge said in disbelief, "There are actually pirates bold enough to run wild here?!"
This was Enies Lobby, the face of the World Government. Attacking here meant declaring war on the entire world. Could those pirates really be unaware of this?
Or did they know and simply not care?!
"Though we don't know the details, pirates have indeed breached the island."
"Do we know who they are?"
"The only name we recognize is Straw Hat Boy."
"Straw Hat Boy..." The left head pondered for a moment before saying, "I believe that's the pirate with a 100 million berry bounty."
He occasionally reviewed the files of pirates with bounties exceeding 100 million.
"Correct."
"Hah! A 100 million berry bounty and he dares to wreak havoc in Enies Lobby?!" the right head bellowed. "Capture him! I will judge him myself!"
"Then hurry up and apprehend him," the Chief Judge said coldly.
If Straw Hat Boy was the only notable threat among the pirates, then this was no real danger.
This was Enies Lobby, with a standing force of around 10,000 and several Cipher Pol 9 agents stationed here. There was no need to worry about pirates breaking through.
Still, to minimize further damage, it was best to eliminate the enemy quickly.
"We're already on it," the Marine said, wiping sweat from his brow. "But the enemies seem troublesome. It's not just Straw Hat Boy who's strong."
Nearly all 10,000 stationed troops had mobilized, yet they still couldn't suppress the intruders.

A deafening explosion shook the Courthouse, darkening the Chief Judge's expression.
"How disgraceful," the Chief Judge said, his eyes icy. "To think a bunch of pirates would storm Enies Lobby..."
"Do they really believe a little strength is enough to run wild here?"
"They're probably here to rescue someone," the left head remarked. "Didn't CP9 return today with two prisoners—Nico Robin and Franky? I imagine Straw Hat Boy came for them."
"Utterly ignorant! Thinking they can leave after stepping foot in Enies Lobby?" the right head snarled. "Kill them!"
"Kill them!"
All three heads roared in unison, clearly furious.
"Don't worry about us here. Deal with those pests immediately," the Chief Judge ordered. "If Straw Hat Boy dares to come here, I'll personally cut off his head!"
"Understood."
After watching the Marine leave, the Chief Judge muttered, "To think someone would actually attack Enies Lobby... This is truly the first time in 800 years."
"What a bunch of reckless fools."
"Just ignorant brats who don't know their place. Once they witness true despair, they'll learn their lesson."
"Hah, true enough."
Though no one had ever dared to attack Enies Lobby before, bold and reckless pirates were hardly uncommon.
"Shouldn't we stop those guys?" the left head asked.
"No need. If we still have to intervene, what's the point of having those guys around?" The right head shook itself. "If the Straw Hat Boy somehow makes it here, then we'll act."
As Chief Judges of Enies Lobby, chasing after enemies wasn't their responsibility.

The three suddenly fell silent, listening intently before simultaneously turning sideways.
A man in a vest walked step by step from the end of the corridor, spinning a kunai on his finger.
"Yo... so you're the Chief Judges of the Courthouse?" Meiser said.
Glancing at their appearance, a trace of surprise flashed in Meiser's eyes—this was his first time seeing someone with three heads. How did they even survive?
"Who are you?!" the Chief Judge said coldly. "Why are you here?"
"I can confirm you're not from this island. Are you one of the pirates attacking Enies Lobby?" the left head asked.
"If you're a pirate, then you deserve death!" the right head roared.
Meiser: "..."
Talking to such a bizarre existence gave Meiser a strange feeling.
"Do you three argue often?" Meiser suddenly asked.
Chief Judge: "???"
"Well... occasionally," the left head admitted.
"Hmph, sometimes I curse them out when they piss me off," the right head added.
"You idiots! What nonsense are you spouting? He's a pirate—why are you answering his questions?!" the Chief Judge bellowed.
Answering whatever they're asked—where's the dignity of being Chief Judges?!
The two heads snapped back to reality, glaring furiously at Meiser. "Bastard! You must've used some trick on us!"
Meiser's mouth twitched. This time, he genuinely hadn't used any Illusion Technique—he'd just asked casually. Who knew they'd actually answer?
Truly, the world of pirates was full of oddballs.
"Pirate, how did you get here?!" The Chief Judge drew his longsword. "The gates haven't been breached."
"Eh, for a ninja, this place is full of holes," Meiser shrugged.
"Ninja?"
The three heads visibly froze, clearly not expecting that answer.
The left head's eyes briefly lit up with excitement before cooling again upon remembering Meiser was an enemy.
"Are you from the Land of Wano?" the Chief Judge asked.
"Nope."
"Then a Devil Fruit user?"
"What do you think?" Meiser countered.
"Me?" The Chief Judge shook his heads. "Honestly, I don't care whether you're from Wano or ate a Devil Fruit."
"All I need to know is that you're an enemy."
With that, the Chief Judge leapt high, landing near Meiser. "Evil pirate! I shall now deliver righteous judgment upon you!"
As he spoke, the Chief Judge swung his greatsword, his gaze turning icy.
Since this wicked pirate dared stand before him, he'd simply execute him here and now!
"Evil..." Meiser paused his playful twirling of the kunai and looked at the Chief Judge. "Is that your assessment of me?"
"Naturally! As a pirate, you are inherently evil!" declared the Chief Judge. "And I shall represent justice to eliminate you!"
"Justice... evil... this rhetoric again." Meiser dug at his ear lazily. "In the end, it's just because we stand on opposite sides."
"And if you truly represent justice, then why does your chamber contain such vast treasures?"
A mocking smile played on Meiser's lips as he glanced at the three heads whose expressions were darkening by the second. "Don't tell me that's your legitimate salary as Chief Judge."
"Since when does any Chief Judge possess such quantities of gold and jewels?"
"Hmm?"
