The Land of Waves
Boom!!!
A thunderous explosion echoed across the coastline, and a mountain peak crumbled apart in a storm of rock and dust.
"Great! We finally blew up the mountain!"
"This power is simply divine!"
"So this is what Shisui-sama meant by the power of science?"
The crowd of onlookers from the Land of Waves buzzed with awe, their voices overlapping with excitement.
From a distance, Uchiha Shisui observed quietly. The Land of Waves, once an isolated island nation, now thrived under his leadership. A bridge had been built to connect them to the outside world—a symbol of progress and hope.
Standing at his side were the young Uchiha children whom Naruto had once brought here.
Now, under Shisui's guidance and Naruto's influence, they no longer viewed Naruto as just a boy, but as the savior of the world. To them, only Naruto could reshape the shinobi world.
After being immersed in Naruto's Red Ideals, a dozen or so of these children had become increasingly devoted—fervent believers who pledged themselves wholly to his vision.
Even their Uchiha instructor, once skeptical, had accepted this new reality. Naruto's ideas, though radical, shook the foundations of the shinobi world itself.
Once, he might have dismissed Naruto as a lunatic. But after learning of the Uchiha Clan's extermination, that judgment felt meaningless. His world had collapsed into darkness that day. And yet, it was Naruto and Shisui who gave him purpose again—
—to follow Naruto and change the world.
Though he had never awakened the Mangekyō Sharingan, his own eyes had grown sharper, and his strength had risen to the level of an elite jōnin.
"Kesha! Clear the rubble and open a path!" Shisui ordered.
"Yes, Shisui-sama!" Kesha answered with fervor.
Behind him, a group of people moved at his command. With synchronized movements, they clapped their hands and performed Earth Release techniques. Chakra surged into the ground, shifting earth and stone aside. The shattered remains of the mountain were quickly cleared away.
Shisui watched with quiet satisfaction. This was his infrastructure corps, a group that applied ninjutsu not to war, but to construction.
He was beginning to realize how much more ninjutsu could offer the world outside of battle. Productivity could be unleashed, economies strengthened, lives improved. Under Naruto's influence, Shisui had come to understand: a single shinobi could accomplish the work of dozens of men.
Following Naruto's teachings, he had even established a Chamber of Commerce—the Seven Colors Trading Company. It dealt in seafood, foodstuffs, weapons, and more.
With just a handful of shinobi, they could harvest vast amounts of fish and sell them across the elemental nations.
Through chakra-assisted agriculture, they had achieved breakthroughs: crop yields multiplied several times over, and harvest cycles had been cut nearly in half.
The Land of Waves was prospering. Yet, despite this growth, the larger nations still viewed it as a backwater.
But in just six months, the Umbrella Organization had become stronger than ever.
Among the recruits, Shisui had discovered several with excellent chakra potential. These children were enrolled in Umbrella's academy—an institution now run by Zabuza Momochi himself. With the scrolls Naruto had stolen from Root, setting up a curriculum was simple.
Unlike the shinobi villages, however, Umbrella did not hoard knowledge. In this system, strength and talent determined access. If you had ability, you could achieve anything.
This principle made Umbrella burn with zeal, its members united by ambition and shared purpose.
Now, Shisui was preparing to build a weapons factory. Guided by Naruto's insights, he had seen the brilliance of the "assembly line"—a method so simple, yet revolutionary.
Technology did exist in the shinobi world, but its development was uneven and distorted. Some places were highly advanced, while others remained trapped in the past.
The Land of Rain already had towering skyscrapers—its cities resembling something out of a cyberpunk dream.
In the Land of Fire, most still traveled in horse-drawn carts.
The Land of Snow had working trains.
And in scattered corners of the world, computers even existed.
For reasons unclear, however, technological innovation seemed stifled when it came to combat. Perhaps it was because of the presence of shinobi. Whenever ordinary people faced danger, they simply turned to ninja—paying commissions, outsourcing their problems.
That was the shinobi system: mercenaries for hire.
But Umbrella was breaking away from this cycle. Over the past six months, it had grown stronger, absorbing missing-nin, training its own forces, and steadily building the foundation of something greater.
Shisui, however, no longer intended to recruit wandering missing-nin. With few exceptions, most were under the watchful eyes of the great villages, and taking them in could risk early exposure.
Following Naruto's strategy, their goal was not reckless expansion, but quiet accumulation. They would gather resources, build strength in secret, and when the time was right—Umbrella would erupt into the shinobi world with overwhelming power.
One day, they would decide the very direction of the world.
After Kesha and his team finished their work, the mountain was soon leveled completely.
Although Kesha was older than most of the recruits, his talent as a shinobi was extraordinary—genius-level, even. It was only a shame he had started training so late in life. Still, his leadership skills stood out, and Shisui had promoted him to serve as his deputy.
Since the establishment of the assembly line, Umbrella had begun selling weapons on a scale unheard of before. The wealth it generated was staggering.
Traditionally, most ninja tools came from the Land of Craftsmen, with a smaller portion forged within the hidden villages or by individual clans. Their methods, however, were primitive. Nearly all tools were handmade by blacksmiths, limiting efficiency and production.
That was why Shisui's rise had been so swift—money was never a problem.
Under Naruto's guidance, generating wealth was far too easy.
Currently, their largest source of income remained seafood. Harvested from the ocean with almost no cost, the profits were immense.
What Shisui didn't realize was that their success had already drawn the attention of Mei Terumi, the Fifth Mizukage.
The Land of Water had long relied on seafood exports, but recently, sales had dropped at an alarming rate. The Hidden Mist Village, having only just emerged from the brutal Blood Mist era, was now the weakest of the Five Great Nations. Mei Terumi was desperate to rebuild her village's economy.
Yet now, even the seafood trade was slipping through her fingers.
The report spread across her desk was compiled by the Anbu. It carried a single name again and again: the Seven Colors Chamber of Commerce.
This organization had not only established its own brand but rolled out a dizzying series of marketing strategies.
Membership systems. Bundled deals. Buy-more-get-more offers.
Terumi Mei frowned. All these methods—clever, manipulative, effective—were unlike anything she'd seen in the world of commerce.
She could hardly understand it. How could there be so many ways just to sell fish?
But she also recognized the hidden danger.
If things continued as they were, the seafood market of the Land of Water would be completely overtaken by the Seven Colors Chamber of Commerce.
Whoever had devised these schemes was no ordinary merchant. They were a genius strategist, and a direct threat to the Mist.
