Odin hadn't defeated Surtur pre-fusion with the Eternal Flame. The Eternal Flame had been stripped from Surtur.
Whether Odin defeated them through direct combat or some other means, his strength was beyond question.
After all, even scheming required strength to execute.
And Su Yunqing didn't think it was merely scheming—if it were, there was no reason no one would dare act while Odin was awake.
For Loki to inherit Odin and become King of the Nine Realms, he needed at least Skyfather-level strength.
Of course, since both Laufey and Surtur's schemes were related to Loki to some degree, as long as Loki kept the peace, they wouldn't cause trouble.
