Michina Town is a small town located in the Sinnoh region, not very large.

Even Cynthia doesn't know all the myths of the Sinnoh region; after all, it takes a lot of time to thoroughly investigate a single ruin.
Therefore, Cynthia wasn't particularly familiar with the history of Michina Town; Michina Town was originally just an unremarkable small town.
"Who was that deity?"

According to the movie's setting, the plates could actually be called Arceus's source of life, extremely important treasures of Arceus, and a part of its life.
In the movie, it was precisely because the plates were knocked out by a meteorite that Arceus was severely injured, and when Damos found the plates and returned them to Arceus, Arceus immediately recovered its power and reclaimed all the lost plates, fully revitalized.
This shows the importance of the plates to Arceus.
But in reality, this is just the movie's setting. In the game, the plates are very important to Arceus, but not absolutely indispensable.
Even in "Pokémon Legends: Arceus," Arceus originally always looked after the humans of Hisui. A legendary hero brought ten Pokémon to challenge Arceus.
Arceus recognized humanity's resilience. It returned to a world that didn't belong to humans, and its plates were scattered throughout Hisui.
This was clearly done intentionally by Arceus.
This also shows that the plates are not essential to Arceus, at least not like the Arceus in the movie, where losing the plates meant losing vitality.
