"Maybe the Foundation doesn't trust D-Class personnel for something so critical... They need someone who won't mess up."
Everyone went quiet.
The logic was disturbing—but it made sense.
D-Class personnel had criminal records, violent pasts, no loyalty.
Level 4s? They had to prove loyalty just to be promoted that far.

What kind of ritual required this much secrecy?
