If there's a mirror at the summit and there wasn't an avalanche, if the Water Element directly ascends, it would likely be exposed to monitoring.
But if it collapses down and gets buried by snow, it won't be exposed. Besides, the mirror is on the summit; even if it falls and gets buried, it won't be buried deep, making it easy to handle.
