In the Constituent Assembly, talks about nuclear energy was taking place.
"India has a large amount of Thorium reserves. We have enough Thorium that if we can utilise it, we wouldn't need to rely on other sources of energy for centuries.
Compared to other non-renewable sources like coal, it causes less pollution.
And, we shouldn't forget what happened during the war.
It is very important to become self-sufficient in energy and food, at the very least. Coal won't be able to handle our needs."
Calling nuclear energy 'less polluting' certainly confused most of the people.
Well, per kilogram the output is way more than coal and petroleum. But radiation is extremely dangerous, more than coal dust.
In my previous life, the place in Jharkhand from where Uranium was mined wasn't handled properly. Miners weren't provided the right equipments, uranium was carried in open trucks leading to its dust spreading in the air, waste was directly dumped leading to poisoning of soil and water. The effects on people who lived there was devastating.
So, proper procedures must be followed.
And now that I think about it, I should make closed trucks compulsory so that even coal dusts, sand, etc. don't fall off and pollute the air and land. How will closed trucks work anyway in minimg? Well, I will think about that later.
Moraji Desai said, "We don't need nuclear energy!"
...
"Then Desai ji, stop using electricity and vehicles.
Don't be stupid. Nuclear doesn't just mean bomb. If that was the case, even kerosene can be used for explosion.
We have the second largest population in the world. If an island like UK is working on optimizing nuclear energy, India definitely needs it.
But, nuclear energy is a new source of energy that will require extensive research and time. Moreover, it is very sensitive. That's why, everything related to nuclear energy will be directly under PMO, assisted by SHIELD and sensitive information will be kept secret."
This led to more opposition from the communists and even within congress, led by Moraji Desai.
Savarkar stood up, "While I understand that nuclear energy will be great for civil purposes, for generating electricity, we need to have nuclear bombs as well.
Otherwise, other countries will threaten us with it. We shouldn't use Nuclear bombs, but they are necessary for deterrence.
We can't fall behind any country in our weaponry."
He is right. But our intentions need to be kept secret.
So...
"Our population and our military are enough deterrence. We are demilitarizing Pakistan as well.
As long as none of our enemies get a bomb, there is no reason for us to burn through our money on something we will never use or export."
"USA is a potential enemy. It almost stopped our food supply to stop us in war. Who can say when it will use Nuclear threats to bend our decisions?"
"Well, its not like we were buying the food. It was aid for humanity purpose. If USA was our enemy, it wouldn't have provided us food aid in the first place."
Well, for now, we need USA to be positive about India and keep it happy. We are still relying on its food aid.
Moreover, we have to keep a low profile until Seuz Canal crisis. UK must not feel the need to heavily militarize the islands in the Indian Ocean.
Savarkar said, "It's naive to believe that USA won't threaten us. To being us out of poverty and develop our economy, cheap energy is necessary. Sure.
But protecting our country is more important!"
"I understand Savarkar ji. Well, let's think about if we have to develop nuclear weapons or not at a later date.
For now, we will focus on Civil Nuclear Energy."
Several bills regarding Nuclear Energy were passed.
18 A. Nuclear Energy Committee: Directly under PMO, secretive under SHIELD.
18 B. Classification of Nuclear Energy: Civil and Military.
18 C. India will develop Civil Nuclear Energy for producing cheap and large amounts of electricity.
18 D. India will not develop Nuclear Weapons until a hostile power starts developing it.
And of course, 18A was the most difficult bill to pass. But since Hindu Mahasabha and major factions of INC, like Nehru's, supported it, it passed and directly came under PMO.
