Fury was having an internal debate in his mind.
'Natasha hasn't managed to crack him yet. I don't know much about him. His origin, about his powers his goals. Heck, I don't even know how he looks underneath that mask. This is what makes him even more annoying than he actually is.' Fury thought, his mind assessing the man in front of him.
'But I've seen enough. He's got a moral compass, a sharp head, and—damn it—loyalty. He's the best option I've got. He is currently the best option Earth has got. If that means, placing my trust in him than so be it.' His thoughts hardened.
'Beggars can't be choosers. Paranoia's a luxury I can't afford right now. He's proven himself, and time's running out.'
Fury made up his mind,"You remember I told you about Project Avengers?"
"Ah yes, it was your project to gather some strong people and form a group to protect Earth from alien threats." Kakashi replied.
"Correct," Fury said, leaning forward. "But that project is hitting roadblocks after roadblocks. The current two candidates for that group, other than you, are Bruce Banner, aka Hulk, and Tony Stark, aka Iron Man. Banner wants nothing to do with the military and hates his Hulk side, which we basically want."
Kakashi nodded.
Fury's expression soured. "On the other hand, Tony is a jerk bigger than you."
Kakashi's thoughts were dry. 'I get it, but why insult me in the process?' He kept his face blank, his eyes fixed on Fury. 'He's frustrated. Project's not going his way.'
Fury continued, his voice tinged with irritation. "There's also the Security Council that won't give me the go-ahead for the project."
Kakashi listened, his thoughts analytical. 'Council's dragging their feet. Typical bureaucracy.' He recalled Konoha's elders, their endless debates. 'Same mess, different world.'
Fury's tone shifted, more serious. "But that's not the main problem. I've realized that such a small group won't be enough to deal with so many problems. No matter how strong Hulk is or how smart Tony Stark is, they can't face alien armies alone."
"To counter that, we need more advanced technology or more enhanced individuals," Fury said. "Asgard promised us reinforcements in case of an alien invasion, but we can't just rely on them. And they're not keen on sharing their technology either."
Kakashi's thoughts drifted to Frigga and Odin. 'Asgard has been generous, but not that generous. They've got their own battles to fight.'
Fury's voice grew firm. "The number of enhanced and the existence of so many aliens. I can't solely rely on Project Avengers. I need a backup for the safety of Earth."
"Another group of powered individuals to deal with alien threats and enhanced threats," Fury continued.
"And when Project Avengers is completed, this group would work with them and keep each other in check. If anyone in Avengers turns rogue, this new group would be responsible for dealing with them."
Kakashi was surprised with that.
'A second team to watch the first? Clever. I would have never thought of it. Say whatever you want about the man but Fury has a good head on his shoulders. Huh, he is like the Shikaku Nara of this world just more annoying and with one less eye.' Kakashi mused.
Fury's gaze locked onto him. "I was considering you as the leader of Avengers before."
Kakashi blinked, his thoughts amused. 'Leader? Me? What do you know… even Fury has a soft spot for me.'
"But now you would be the leader of this group and a member in Avengers," Fury said.
Kakashi chose to speak up,"That's good and all, but how are you going to gather members for this group? Enhanced individuals don't pop from—"
His eyes widened, realization dawning.
'No way.'
"Don't tell me, you're planning on employing Blonsky and Carl Creel into this team," he said, seriousness creeping into his voice.
Fury raised an eyebrow, 'Sharp as ever.'
"Why are you so surprised? Were not you just advocating for Carl Creel to reduce his punishment, said he was just hired, looking for money."
"I said he was desperate, not innocent. If he can target a military group just for money, he can target innocents if it suits him. He's unique and powerful, and that's gone to his head."
Fury's smirk widened, his thoughts satisfied. 'Good. He's thinking with his brain, not his heart. And that's exactly who I want as the leader of this team.'
Kakashi continued, his voice firm. "Let's not even talk about Blonsky. He got jealous of how strong Hulk was and became a similar monster. Let's not talk about the emotional changes that transformation gave him, mostly anger."
Fury's thoughts sparked with approval. 'Exactly. I'd have been disappointed if he spouted second-chance nonsense.'
He recalled Creel's attack, Blonsky's rampage. 'Creel was going to kill Shield agents for cash. Blonsky killed army officers and wrecked infrastructure after his transformation to the Abomination. They don't deserve redemption, but they're useful.'
His voice was steady. "I agree with you. But look at it this way—they're sitting criminals with powers. We can't just keep them caged. Carl escaped a research facility once and might escape SHIELD someday. What do you think he'd want to do to the people who caged him?"
Kakashi's thoughts darkened. 'Revenge. Fury's got a point.'
Fury leaned forward, his tone sharp. "And there's worse. What if another group takes interest in them? A few whispers of help, revenge against you and SHIELD, safety, more power—that's all it'd take to have them hunting SHIELD agents down in the future."
Kakashi's eye narrowed, his thoughts grim. 'It would be like the Akatsuki recruiting missing-nin.' He nodded slightly.
"It's better to give them a way out before that happens," Fury said. "Give them a purpose. They'd be dogs, and you'd be their master."
