Originally, this was his plan, but as it progressed, it had proved more complex than he had originally imagined.
Still. If it were easy, then everyone would be doing it. Bob genuinely wanted to give people more opportunities in life. He knew that this wasn't something that he could do himself. It was truly the Future of Humanity.

Spray and Slay - Well this was becoming his Future of Humanity Project which aimed to give Humanity itself the tools to make more of oppprtunities and to make the world better together.
It was time to reevaluate and consider whether his own personal growth and discoveries were still aligned with these goals, or whether he had outgrown the limitations of his previous model.
Increasingly, as he became increasingly aware, his goals became increasingly less about him, and more about others.
More about understanding and providing opportunities.
It wasn't that his plan of World Domination had changed. It was simply that he began to realise that true World Domination looked a lot different than he had originally expected or intended it to go.
Initially, he had been focused on spreading his seed to all willing and consenting women of legal age, but as he discovered and understood more, he realised that a true World Domination was a lot less about imprinting your own stamp on the world, and instead giving others the tools so that people could work together in order to make the world a happier better place, where everyone was more kind, aware, understanding and there were genuine opportunities for everyone.
The former or traditional archaic view of World Domination entailed suppressing the level of others, but Bob realised that the true goal was in fact to elevate the level of all, leading to the ultimately biggest win possible for Humanity and the World itself.
To use an analogy, what was the point of creating a barren field of dirt, when you could instead nurture the field and witness the flourishing of growth and sustenance for all?
It was with these thoughts in mind that Valentine chose to carefully consider whether the Sperm Bank Scholarship was truly a good thing or not.
The Education and Training Academy replete with Choose your own adventure, carefully curated AI and simulation training technology, was now ready to start supporting families.
There had been full transparency over the process. It was completely opt-in.
Consent was given by all parties.
Respect and care was provided - likely better than that of many traditional families through the Education and Training Academy.
Proper vetting had taken place, with all parties made clear on what to expect - which was more than could be said for a lot of parents that basically had to learn how to be parents as they went along - it wasn't something that society really had training or a rule book for - basically parents just did whatever they felt was best to the best of their abilities where possible.
Yet, Valentine still hesitated as he hovered over the "accept application" button.
Am I… doing the right thing?
Was he doing this for Humanity, or for… Bob?
He was trying, in classic Rizzmaster Bob fashion, to create a true win-win for everyone involved, including himself and Humanity as a whole.
He supposed it boiled down to this:
"Would it work?"
"What he was doing… Was it truly a Good thing?"

History would show that dynamite gunpowder and the creation of the atom bomb all lead to unprecedented disasters - but also nuclear power, fireworks…
