Furious Raikage
PSA 150, the newly created puppet had blasted off the small boat on which the cloud team was keeping watch on the main operation. The newly born PSA 150 had one goal in mind. Kill a couple of hidden cloud shinobi and let the rest run away. But after blasting off the small boat, the command from his master changed. Capture the guy with rubber creation ability alive while letting at least one of the runaway. But completing this new command was not easy. The rubber-man is really experienced. He might have a large supply of chakra and various types of fighting style but capturing the guy alive was not easy for him.
"Everyone ! Permission cloud 9 ! His goal is to capture me alive ! So don't attack him aggressively. I will shield you from major injuries. Just cover me !" Dodai shouted at his companions and changed the strategy.
In the hidden cloud village, Dodai was the personal advisor of the third Raikage. But unlike the hidden leaf where the village elders or the personal advisors of the village leader don't need to fight and could become weak over time, in the hidden cloud strength is all that mattered. Without strength why should the Raikage listen to him. He was not overwhelmingly powerful like a kage level power house. But he was definitely a high end Elite jounin. With his unique kekkei genkai and strategic mind he was a formidable fighter. On top of that his years of experience on the battlefield made him invaluable. Originally he wanted to go to the ship of the Daimyo and personally make sure that the assassination becomes a success and the Hidden leaf is successfully blamed. Unfortunately he was quite a popular figure in the shinobi world. He also had quite a high bounty in the black market of other shinobi villages and other lands. So it would raise a lot of suspicion if he goes there personally. That's why he had sent his most trusted men to complete the mission.
And when facing PSA 150, his years of experience, easily picked up the attack pattern and how he was targeting him differently compared to his other companions. Even with two kekkei genkai, a large reservoir of Chakra and a high processing system with a pseudo soul and ego, PSA 150 struggled to finish his task. Whenever he would attack a random cloud Jounin with 'scorch style' intending to kill, Dodai would step forward and save his companions. Compared to the boil style jutsu, scorch style was an instant kill type jutsu. So PSA 150 would pull back his attack to save Dodai. Similarly he would only use the boil style jutsu to slow down and capture Dodai. Despite being faster than all of the cloud shinobi, due to their teamwork it was taking a lot of time to complete his given task.
But it was not like he was not making any progress. One of the cloud shinobi had lost an arm and was barely standing on the makeshift rubber platform. While the other two cloud shinobi had various severe injuries from boil release. Dodai himself had half of his face burnt off, courtesy of boil release. And with constant use of defensive and offensive techniques almost all of their Chakra reserves were running low. In such a critical condition the only thing that was saving them was their teamwork. But it was painfully clear that their teamwork was not going to save them for a long time. That was when Dodai's rest of the teammates decided to sacrifice themselves to protect Dodai.
"Dodai sama ! Please escape ! We will cover your retreat !" One of the cloud shinobi told Dodai while getting ready to use some type of ninjutsu.
"You fool ! Once I start running away, that guy will easily kill you without any second thought ! And without you I will be captured even being able to escape !
So listen carefully ! Run away and go back to the Raikage as fast as possible. Tell him to at least avenge me ! This information must reach the hidden cloud at all cost. A shinobi wielding two kekkei genkais cannot be ignored !" With that command in place, the hidden cloud cannot be who had the least injuries started running on the water. Dodai placed himself in front of the running shinobi to protect him from PSA 150.
But the puppet didn't care. His order was to let at least one of them escape. So it didn't stop the shinobi from running away. Instead he focused all his attention to the two dearly standing ninjas along with Dodai.

"Damn it all ! What did you say ?" The third Raikage shattered the table with his fist and roared in frustration and grief. Dodai was one of his most trusted advisors. He was the strongest at the wisest among all of his advisors so the third Raikage favoured him very much.
But now his fate was unknown. Most likely dead.
"Investigate the matter immediately ! If we don't find out what has happened then I will personally go and confront the team of the hidden leaf before they leave the land of lightning." Aye, the third Raikage, ordered his secretary.
"I have already assembled the investigation team, Raikage sama. They will leave the village shortly. But please calm down first. Currently the third hokage has left the hidden leaf village to have the peace talk with the third Tsuchikage. I understand the importance of Dodai's sudden attack. But we will have to pay attention to this meeting too. If the hidden stone really backs down then we won't be able to attack it along with the hidden sand." The secretary immediately reminded the third Raikage, calming him down.
The Raikage took a deep breath before the veins on his forehead relaxed a little.
"Fine, I will not move for now. If the matter turns out to be serious, then I will definitely go myself." The Raikage decided with hate burning through his eyes.
The please talk of the hidden leaf and the Hidden stone was very important for the rest of the world. Originally if the war would have continued then the hidden sand would have attacked the hidden leaf, while allying itself with hidden stone. And the Hidden cloud was planning to launch an attack on both hidden stone and the Hidden leaf at the same time. But with the war at the front of the hidden stone coming to an sudden end, the dynamics have shifted. The hidden sand was desperately trying to go to work in order to distract his people. Without their focus on outside the village the village will plunge into chaos and internal dispute. In the worst case scenario they will have a civil war in their hands. Originally the hidden sand wanted to attack the land of fire and target the hidden leaf. The newly appointed 4th kazekage was planning to take the fertile lands of the land of Fire for the hidden sand. Unfortunately they were too weak to attack the hidden leaf while the hidden leaf had no other enemy to worry about.
So they had secretly colluded with the hidden cloud to launch an attack on the hidden stone if the peace talk became a success. Otherwise all The villages would start the war like before.
With such a condition in place, the fate of the third great shinobi war completely hung upon the peace talk between the hidden leaf and the Hidden stone. If the peace talk becomes a success, then the hidden cloud will have to make further preparations before launching an attack on the hidden stone. But if it failed then the Raikage was planning to attack the hidden cloud as fast as possible and catch it by surprise.
It was the main reason why his secretary had stopped him from leaving the village in such a critical time.
While the Raikage had calmed down, the situation in the other places was not that good. After getting the order the investigation team of the hidden cloud rushed to the place where the mission should have taken place. After searching in the sea for an entire day they didn't find anything. Since it was the ocean, Usagi had easily sunk all the ships and boats and turned the dead bodies of the hidden cloud shinobi to fish food.
Without any evidence, confronting the team of the hidden leaf was impossible. After all, they have come to the land of lightning as an escort team to an official mission of the Daimyo of a country.
With this blunder in place, Usagi and her team manage to spend the next week in peace.
