"How do we resolve the issues with Kirigakure from the war?"
The Third Great Ninja War seemed to be nearing its end, but based on the first two wars, the post-war division of spoils was the real battleground.
The Five Kage Summits were rare events. Besides the initial summit called by Hashirama Senju to distribute the tailed beasts, only one other had been held, after the First Great Ninja War, by Tobirama Senju.
This sudden summit called by a new Mizukage felt suspicious.
"Rest assured, since the Fourth Mizukage, Yagura, is calling this summit, our attendance will settle past grievances," Rasa said coldly. "For Sunagakure's peace, this is the council's decision."
A wave of disbelief swept through the room. A young woman with blue hair clenched her fists. "Knowing this was a condition for the summit, why did you send Pakura to her death?!"
The atmosphere grew tense. Baki placed a hand on the woman's shoulder. "Be quiet! Don't speak out of turn!"
"Fourth Kazekage, Maki doesn't mean to be disrespectful. She and Pakura were like sisters. She's struggling to accept this news and disagrees with the high command's decision."
Baki gave Maki a warning glance. "Maki, apologize to the Fourth Kazekage immediately!"
"I'm not wrong!" Maki broke free from Baki's grip, about to storm out. Everyone tensed, but Maki's feet seemed to be rooted to the spot, her body moving like a puppet, forced to retreat.
The sudden event sent a jolt through the room. Just as they were about to react, a booming laugh echoed from the ceiling.
"Haha, what a spectacle! It seems even you, you little rascal, have your moments of defeat," a figure descended, revealing Chiyo. The Sunagakure shinobi, ready to capture the intruder, were shocked.
"Advisor Chiyo, what brings you here?" Baki asked, his face twitching, forcing a strained smile. While Maki's outburst had been unexpected, Chiyo's arrival was a headache.
Since her son's death at the hands of White Fang and her grandson's disappearance, Chiyo had become unpredictable.
"Baki, you don't think I'm here to bother these youngsters, do you?" Chiyo laughed. "Rasa invited me."
"I hear you sent my little brother on a mission. What kind of trouble requires you to even summon me?
If I didn't recognize some familiar faces, I'd think the Third Great Ninja War had wiped out Sunagakure's entire force."
Baki's face fell at Chiyo's blunt words. Rasa's jaw twitched. He took a deep breath, regaining his composure, and glanced at Maki.
"Advisor Chiyo, I sent Ebizo to deal with Pakura's defection and her involvement with the Konoha rogue ninja, Uchiha Kai."
"And I've called you here to inform you that we've found your grandson, Sasori."
The laughter stopped abruptly. Chiyo's face twitched, and she charged towards Rasa, grabbing his shoulder. "Where is he? How is he?"
Baki quickly intervened, restraining Chiyo. "Advisor Chiyo, we just received news about Sasori from Kirigakure. Please calm down and listen to the Fourth Kazekage."
Chiyo, while a respected advisor, would face consequences if Rasa decided to punish her insubordination.
Chiyo paused, looking at Rasa's impassive face, then released him. "I was going to hold you accountable for sending my brother, but since you've told me about Sasori, we're even."
Baki breathed a sigh of relief. He was just an elite jōnin, yet burdened with the worries of an advisor.
"Advisor Chiyo, there's no need for alarm. Ebizo's mission was based on information about Sasori," Rasa said calmly.
"Both Pakura and Sasori's actions are connected to the Konoha rogue ninja known as the Blood-Red Asura, Uchiha Kai."
"That Sharingan brat?" Chiyo asked, surprised. She generally avoided meddling, but she knew Pakura and Sasori were exceptional young shinobi.
If Sasori were still in Sunagakure, Rasa might not have become Kazekage.
"It seems you know about Uchiha Kai," Rasa said, surprised. "According to our spies in Konoha…"
"Besides Shisui, who appeared during the Third Great Ninja War, there's Uchiha Itachi, a prodigy who awakened the three-tomoe Sharingan at six.
But the most unexpected is a monster who hid his genius for sixteen or seventeen years: Uchiha Kai, the Blood-Red Asura."
"He not only awakened the Mangekyo Sharingan, capable of controlling tailed beasts, a power previously only attributed to Uchiha Madara, but he's also secretly gathered powerful and dangerous individuals from various villages.
We know of at least one S-rank rogue ninja, the immortal Kakuzu from Takigakure."
