Chapter 40 - Otogakure growth (1)

[Kamui Marecage, Pseudo-Otogakure]

After the decision was made in the Snake Chamber, the marecage was turned into a massive village on stilts. Although the building were mainly done on wooden structures, a special mixture was applied to prevent rotting or change from humidity, making the foundations likely to last for centuries. The building itself, however, needed to be light. A combination of moss, wood and straw was used, a stark contrast between the modern and traditional japanese building in the true Otogakure and the Pseudo-Otogakure on the surface.

There was one building that stood out, the Otokage tower, made from a massive snake summon's remains. It resembled the snake den, but on a whole new scale. The village needed a semblance of mystery to convince the rest of the external clans, as well as the rest of the world.

The Otokage tower was twenty meters high. In the bottom, there lied a library of regular jutsu and seals up to C-rank. Of course, the forbidden jutsu and personal ones like the Shimura Sound Vibration Seal [C] were stored elsewhere, in level 4.

Still, the massive walls that surrounded the marecage, made of bones, and the unique building structures, the seals preventing any sound from escaping the marecage as well as the detection array of wind from the Shimura Wind Corps made it believable that it was the true Otogakure. 

Of course, the residents would think that the Shimura and the other noble clans lived underground, but they would keep thinking that the main infrastructures were on the surface.

Little did they know, for the factories, laboratories and farms all lied underground.

In the second level of the Otokage Tower, Kaonashi Rin and Kinzoku Hiroto accompanied the guests.

Six clan leaders, representing a little less than 3000 civilians and 500 shinobi, mostly genins, had come after demanding a sanctuary from Otogakure, a proposal which the council ultimately accepted. 

The Fuma Clan was the biggest one, its shinobi specialized in archery and shuriken jutsu. They were decent medium-range specialists, but although they were usually quite strong in genin and chunin realms compared to the continent's standards, they usually fell short among jonins. Ultimately, shuriken jutsu has a ceiling of power, which is lower than that of ninjutsu. Of course, unless you mixed shurikenjutsu and ninjutsu...but the fuma clan's reliance on weapons was due to their condition of low chakra reserves.

The Hagamoro clan was a clan of ninjutsu specialist. Besides wind and water predilections, their true strength lies in their variety of jutsu. Danzo accepted them for two reasons: their clan techniques that would be shared with the entire database, and the pool of genins that would join Otogakure, as they were too quite numerous.

The Engetsu Clan was a wandering clan from Kumogakure. The Engetsu were known for their peculiar mastery of Lunar Chakra, a rare and mysterious form of energy that allowed them to amplify their physical abilities at night. Their Moonborn Bloodline Limit, "Getsurinken" (Moon Blade), let them shape chakra into crescent-like slashes that cut through even the most durable defenses. Too dependant on the lunar appearances, especially full moon, their performance was never consistant, making them ocistrized in the military-like structure of the land of lightning. After generations, and heavy losses against Konoha, they deserted Kumo and sought Oto.

The Yashiro Clan was a clan that once served the feudal lords of the Land of Wind. After the wind Daimyo's contract ended, the Yashiro sought wealth and strength. Never bound to Sunagakure, who envied their techniques, the Yashiro were nomadic puppeteers who mastered sealing techniques with which they could interact with from a distance. However, over time, their techniques fell behind the puppeteering corps of Sunagakure, which prevented them from renewing their contract with the wind Daimyo.

The Supaida Clan was a clan that was nomadic. In the second shinobi world war, it had benefitted immensely from the small villages' plight, exchanging their protection services against monetary compensation, food and shelter. Martial artists, they possessed a strange bloodline limit causing them to be born with six arms, instead of two. Adept at mixture brewing, they also possessed hidden clan techniques to spit spider webs, making them true spider men. 

Lastly, the Sori Clan was a clan of kenjutsu specialist, who could almost be assimilated as samurai. Their code of honour bounded them to their dojo, in the land of fire. However, Konoha's leadership caused them to seek a historical ally: the Shimura clan, who established their own village.

These six clans had a lot of potential, and were likely to bring the diversity needed to be called a true major hidden village. Otherwise, they risked falling to Sunagakure's plight.

Of course, this was just a face, a show for the rest of the world, and an excuse to monopolise more missions from the shinobi market in the continent. The monopoly they possessed on domestic missions in Oto no Kami was more than enough for Otogakure to be self-sufficient in terms of resources. 

Counting the glass industry business, generating twenty million Ryo of profit a day, the village could afford to invest in infrastructures, seal productions and weaponry research without budget limits.

The Sori, Supaida, Yashiro, Engestsu, Hagamoro and Fuma clans would be more than self-sufficient too. For Danzo, they represented a new source of income and pool of 'soldiers'. The stronger Otogakure became, the stronger the power he could wield became.

For Otogakure, they represented new inhabitants, a front for the other villages to see.

For Eiji, they represented new experimental subjects and blood samples to research.

For Byakuro, they represented new patients to care for and test their medical techniques.

For Boku, they represented new leverages in political negotiations with the Rice Daimyo.

Each clan possessed and elder possessed personal interest in growing Otogakure. It was an alliance, a pledge of loyalty that was too good to refuse. The clear distinction between the pseudo-Otogakure, and the underground levels of Otogakure, also made it independant from the organic growth and long-term strengthening of the Kaonashi, Kinzoku, Hebikaze and Shimura clans.
