There are many regulations within the Great Xia territory, and all those stationed are divided into two types: permanent and transient. Only the permanent residents or those with business there can freely move within the station; transients can only move within the station, and if they have some urgent matters, they must first report to the Prison Department.
Of course, you can also disregard the rules and move inside the station. If you're not caught, nothing will happen. But if you are caught by the Prison Department and can't provide any legitimate reason, you might be fined some Contribution Value at best, or face flogging and forced labor at worst.
So in the Great Xia territory, people generally don't test these limits.
