After Varok and the devils disappeared, the meeting finally came to an end.
The outcome wasn't a surprise. In truth, everyone present had already sensed the likely result before the meeting even started. The Divine Realm wasn't in a position to launch a full war against the Devil Race right now.
The hole in the Wall of Eternity was still small, the devils inside their universe were limited in number, and the older generation needed time to prepare. Because of all that, flat-out rejecting Varok's demands had never been the realistic option.
What actually mattered wasn't whether the Divine Realm would agree to his conditions. What mattered was how many restrictions they could squeeze into the agreement. That was the whole reason for the meeting.
The Devil Race had gotten permission to set up a force in the Divine Realm, but that permission came with chains attached.
