Two days later, near the Misukage tower;
Ryuu stood silently on the top of a building near the Mizukage tower. Close enough for his senses to encompass the whole building, yet not so close that it might compromise his location. He has been waiting here since his last meeting with his team. He stayed silent, his small fuinjutsu-based genjutsu covering his position. This type of genjutsu can stay up without Naruto actively trying to maintain it, and it blends so well with its surroundings that even the most sensitive shinobi wouldn't find it.
He spent the past two days monitoring his position, surveilling his surroundings, and gathering as much as he could about Kiri. He was quite surprised to find out that the Sanbi's Jinchuuriki is the candidate for becoming the fourth Mizukage. Ryuu could sense that Yagura's control over Isobu was perfect, making him the second perfect Jinchuuriki Ryuu has seen. Still, Ryuu was quite surprised to see that such a very young shinobi is considered to be the next Kage of Kiri when old or middle-aged men run most other villages.
As for the third Mizukage, he seemed to be nowhere to be found, even though Kiri is expected to host an ambassador from Suna. This was quite weird in Ryuu's opinion.
Ryuu's head turned towards Kiri's main gate as he felt multiple Chakra signatures incoming. As they neared, Ryuu could see who they were. There was a lot of Kiri Shinobi and Anbu escorting just one person.
It was Ryuu's first time seeing Pakura. She is a pretty young woman who seems to be in her early twenties.
Pakura is a fairly tall kunoichi. She is fair-skinned with pupilless brown eyes. She has green hair that she tied in a bun on top of her head with a hair needle running through it, and one short and long strand of hair with orange tips framing each side of her face. Her Suna headband is present on her forehead, framed by her orange hair tips from each side. Her attire consists of a sleeveless, backless top and short, tight pants, with two lapels on the front and the back. She wears an obi around her waist, as well as purple arm-warmers which extend up to her shoulders, and has bandages around her waist, thighs, and ankles.
(A/N: Whoever is responsible for the bandage business in the shinobi should be rich as hell. A lot of Shinobi use bandages in their regular attire, let alone when they get injured. They sometimes are wrapped from top to bottom in bandages if their injuries are serious enough. Seriously, who uses bandages as a fashion choice? Well, I take that back, Shinobi, look for practicality, not fashion. So bandages fit the description. And if the bandages complement their attire, I have nothing to complain about.)
Ryuu could sense that she is a very strong Shinobi with substantial chakra reserves as he watched Pakura get escorted towards the Mizukage tower. He was quite confused as to why she was taken there, as neither the third Mizukage nor his successor was there. Maybe she is going to meet the council. He will have to wait and see.
As they neared the tower, Ryuu couldn't help but think there was something fishy going on. First of all, Pakura is here alone without any escort from Suna. Even though he could sense that she was strong, the number of Shinobi escorting her was excessive, along with the feeling of hidden bloodlust radiating from them. That and the number of Kiri Anbu operatives present is too much.
Ryuu's head looked away from Pakura and to his side, where a Kiri Anbu appeared on the edge of the building he was on.
The Kiri Anbu didn't notice Ryuu as the genjutsu did its job, but this might not be the case soon as the Kiri Anbu neared Ryuu's position.
The Kiri Anbu moved along the edge, his eyes fixed on Pakura and her escort, not noticing where he was about to step into.
Ryuu's fuinjutsu-based genjutsu has an area of effect. It helps to hide anything within a certain radius from the outside world. But if someone stepped into this radius, the effects of the genjutsu would stop making the intruder see what is hidden behind the genjutsu.
Seeing the Kiri Anbu coming dangerously close, Ryuu silently pulled out a Kunai and got ready. This needed to be quick and silent without any use of chakra, or his position would be immediately compromised.
As the Kiri Anbu stepped towards the other edge of the building, unknowingly into Ryuu's genjutsu barrier, He was greeted with a Kunai piercing his neck from the side, destroying his vocal cords, veins, arteries, and blocking his airway.
The Kiri Anbu's eyes widened behind his mask as he tried to make any movement, noise or take a breath, but he couldn't. His vision darkened as he could taste blood. His last thought was 'What, How?' as his vision through his mask's eye slits caught sight of a person with a Dragon mask looking at him with empty dark eyes before his vision went dark, permanently.

Ryuu pulled the now-dead Kiri Anbu inside the genjutsu radius while looking around to make sure nobody witnessed what just happened. Seeing the coast clear, he let out a silent sigh of relief.
'That was too close for comfort.' He thought to himself while he looked towards the Mizukage building, as he could sense that Pakura was already inside.
He then looked at the dead Kiri Anbu before taking out a storage scroll and sealing the dead body inside it. He would need to take care of the blood on the ground, but he would do it when he abandoned his current location. For now, He returned to surveying his surroundings and sensing what was happening around him and inside the Mizukage building.
Something is definitely going on, and the lack of information isn't good. What is happening right now doesn't look like a treaty at all. But that is what Ryuu and his team are here to figure out.
