Tartak and Kun Jia are different.
Kun Jia prefers to keep everything for himself, even if it means letting the meat rot in the pot. Even if he sells the benefits, he wants it all in his own pocket.
But Tartak is a local Lizardman, and he truly has feelings for this land, not just treating it as his own possession. He certainly understands that sending young tribesmen with Kun Jia on campaigns is not as good as finding them factory jobs, where the former requires bloodshed while the latter only sweat.
Mr. Sak, representing the Gutaf United Kingdom, gave him a batch of aid loans with interest so low it can be ignored, and he immediately used half of the money to improve the tribe's infrastructure.
This includes dredging waterways and building roads, as well as moving the tribesmen into new houses.
As for how to spend the remaining half of the loan…
That's another story altogether.
