What reassured him was that such an overwhelmingly powerful man possessed a heart that genuinely believed in justice and equality.
The New World, under the policies Arashi had implemented, was already becoming orderly—transforming into something entirely new.
Kuma knew a new era had already begun. Under Arashi's leadership, it would soon sweep across the world.
"The Age of Pirates is truly over," Kuma sighed, his gaze drifting across the battlefield.
The Whitebeard Pirates would vanish after this war. The Straw Hat Pirates, once so full of promise, had fallen.
The Revolutionary Army's main force would no longer be able to carry on. Lulusia Island had become the birthplace of a new age.
A soft thud echoed as Arashi landed before Luffy, staring down at his stooped, prematurely aged body.
"It seems your body can no longer sustain your will. By forcing yourself to rise again and again, you've driven this body past its limits—rapidly aging it beyond repair."
Luffy gasped for breath, each inhale sharp and ragged. With a shudder, he rolled onto his back and stared up at Arashi.
"The Nika fruit is certainly powerful, and it suits you perfectly. In terms of strength alone, you have earned my recognition," Arashi said with genuine respect.
As the chosen protagonist of this era, Luffy was naturally exceptional.
After two years of training and mastering Conqueror's Haki infusion, he had reached the pinnacle of his abilities.
But he had met Arashi—a man who had broken past all limits. Luffy tried to speak, but blood bubbled from his lips instead.
The relentless strain had shredded his insides.
"It ends here."
Arashi's calm voice carried across the battlefield. With the outcome of the central battle decided, all other clashes fell into silence.
His eyes flashed coldly—he was about to speak again when a deep, weathered voice rang out.
"Arashi!"
Arashi froze, then turned.
"Master Garp?"
"Vice Admiral Garp?!"
Gasps rippled through the battlefield as the crowd parted for the old man who walked steadily forward.
Though retired, he still wore a crisp Marine uniform. Beneath his snow-white hair was an aged face, marked by time but still resolute.
His frame was as sturdy as ever, though the years showed clearly upon him. It was none other than the former Marine Hero—Vice Admiral Garp.
"And… Ex-Fleet Admiral Sengoku!"
Beside him walked Sengoku, his expression just as grave. Neither man bore even the shadow of a smile; their presence alone carried solemn weight.
The Marines immediately ceased fighting. The Revolutionaries, too, grew tense at their arrival.
Garp's appearance was no small matter.
He was the father of the Revolutionary Commander, Dragon; the grandfather of the Straw Hat Captain, Luffy; and the man who had once raised Ace, Whitebeard's beloved son.
Marco and the others broke away from their clash with Kizaru, their attention locked onto the old hero.
"Why come here now, after retiring?" Vista murmured, frowning.
Normally, a retired vice admiral, no matter how legendary, lost all authority upon stepping down.
But Garp's unique status—the mentor of the current Fleet Admiral—changed everything.
All eyes fixed on him, tense with anticipation.
Garp finally halted before Arashi.
"Gramps… Grandpa?!" Luffy croaked weakly.
But Garp did not look at him. His gaze remained fixed on Arashi.
"Arashi."
Arashi paused, then offered a smile. "Master Garp. What brings you here?"
Garp's expression twisted, his fists clenching.
"I…" He wanted to beg for Dragon and Luffy's lives. But his lifelong pride as a Marine would not allow him to voice such words.
"You already know why we've come," Sengoku sighed, easing his old friend's struggle.
"Arashi." Prompted by Sengoku, Garp's eyes burned with an unspoken plea. His intentions were plain to all.
Arashi looked down at Luffy, then across to Dragon and Ace.
"Master Garp, I owe you a debt I will never forget. You are the one who set me upon the Marine path. I would never let you down." He held Garp's gaze steadily.
"Rest assured, Master Garp. I know what must be done."
Relief softened Garp's features. He trusted Arashi.
Then Arashi's voice thundered:
"Pirates and Revolutionaries!"
His cold eyes swept across the battlefield, sharp as blades.
"Surrender now. Otherwise, I will personally end this war—here and now."
The words froze the battlefield in silence.
Marco and the others clenched their fists, sweat dripping down their brows.
They wanted to resist—but they couldn't.
"Oh my, how terrifying," Kizaru drawled. "If the Fleet Admiral himself makes a move, he won't be as kind as we were."
"Shut up, Borsalino!" Marco snapped bitterly.
But even he sighed in defeat. The Marines surged forward, clasping Seastone shackles onto their wrists.
The Revolutionaries dropped their weapons, sinking to the ground in resignation.
All knew the truth: if Arashi moved, the result would be slaughter.
"What a rare, peaceful sight," Kizaru remarked, watching the mass arrests.
But he knew it was peace bought only by Arashi's overwhelming dominance.
Had the two sides been equal, this war would have rivaled Marineford or Onigashima in bloodshed.
Of course, Garp's arrival had also played its part.
"The way the Fleet Admiral thinks is terrifying~" Kizaru whispered to himself.
He did not doubt that when Arashi departed Dressrosa, he had planned to annihilate every Revolutionary and pirate here.
But now, he had chosen otherwise.
The rebellion of Lulusia was suppressed swiftly. The king was deposed, ministers thrown into panic, and a new administration installed.
"The wealth and resources hoarded by the royal family will be distributed directly to the people—without condition."
"Furthermore, every noble will surrender sixty percent of their fortune to rebuild the Lulusia Kingdom."
Arashi's voice filled the royal hall as he sat upon the throne, staring down at the kneeling young prince.
"I hear it was you who first contacted the Marines. Unlike your father, you at least showed a sense of justice."
"It was me," the prince admitted nervously, struggling beneath the Fleet Admiral's pressure.
"Then you will act as regent for now. Marines will be stationed here to oversee the kingdom's security," Arashi decreed with a nod.
The nobles and ministers exhaled in relief. Sixty percent was survivable.
Arashi ignored them, sneering inwardly. Once Marine Headquarters' decrees arrived, they would lose much more than coin.
Under his command, noble privileges would be crushed to their lowest point. Equality would spread like fire.
Change would not come overnight; centuries of World Government rule could not vanish in a day.
But the spark had been lit. A new way of thinking would grow, and in time, replace the old.
With Lulusia settled, Arashi prepared to return to Dressrosa.
The island itself was insignificant. Were it not for the gathering of the Revolutionaries, Whitebeard's remnants, and the Straw Hats, he would never have bothered—leaving it instead to SWORD.
On the voyage home, the sun gleamed across rolling waves as the Thunderer cut through the sea.
The mood aboard was lively. Alongside Arashi, Kizaru, Kuma, and Bonney sat the captured Dragon, Ace, and Luffy, shackled and silent.
Nearby, Garp sat with a complicated expression, his gaze shifting again and again between his grandson and his son.
Then came a long sigh.
The three of them lowered their heads in silence, shame weighing heavily on them.
Dragon kept his eyes down, Ace said nothing, and only a battered, swollen Luffy occasionally tried to lift his head to speak.
But his lips were so puffed up that nothing came out but garbled sounds, and eventually he gave up.
Arashi stood quietly to the side, watching with a flicker of emotion in his heart. Old Garp truly had lived a hard life.
He had raised both a son and a grandson with painstaking care, holding the highest hopes for them. In the end, his son had indeed joined the Marines—only to abandon his path and rise as the leader of a revolution, shaking the entire world.
His grandson's story was even more absurd.
After meeting Red-Haired Shanks as a child, the seed of piracy had taken root in his heart. Before he even reached adulthood, he had set sail with nothing but a barrel of sake, determined to chase his dream of becoming Pirate King.
Ironically, Garp's apprentices had fared far better. Kuzan became an Admiral.
And Arashi himself—growing stronger at an astonishing pace—had clashed with legends like Roger and Shiki in his youth, then caused an incident so great he was forced into the West Blue, where he rose as a Warlord.
Decades passed in the blink of an eye. His most promising disciple returned to Marine Headquarters, carved his name into history at the Summit War, and ultimately ascended to Fleet Admiral.
Garp had personally trained a Fleet Admiral—a successor who carried forward his ideals and erased the shame left by his son and grandson.
Yet who could have imagined that once this disciple took office, he would shake the world to its very core?
Two years later, Garp realized with grim irony that this apprentice had caused more chaos than Dragon and Luffy combined.
Arashi was the true final boss, the greatest villain of them all—the man who dared to defy the World Government itself.
And now, today, both his son and grandson were in Arashi's grasp. Another long sigh escaped Garp's lips. His life had never been easy.
From the side, Arashi quietly studied his master. Reading his thoughts from his expression, he couldn't help but chuckle.
"What are you laughing at, brat?" Garp snapped, glaring at him.
"Heh heh." Arashi failed to hold it in.
"Don't think I won't smack you just because you're Fleet Admiral and the so-called 'undefeatable man' now!" Garp roared.
Finally losing his patience, he leapt to his feet, fist clenched. With a furious swing, he brought it crashing down squarely on Arashi's head.
"Fist of Love!"
Arashi yelped, clutching his skull with exaggerated agony, tears and sweat flying as though the impact had truly crushed him.
The ridiculous sight made Luffy, Ace, and Dragon raise their heads in shock. Unbelievable!
The old man's punch had made the world's strongest man cry out in pain. Even Kizaru clicked his tongue, watching in disbelief.
Garp himself was momentarily stunned. Looking down at his fist, he grumbled, "Alright, stop pretending."
"If you can't take one punch from me, you don't deserve to be number one."
Arashi dropped the act and grinned. "I just saw you were upset, Master. I had to tease you a little."
Garp's face softened slightly, and he sighed.
"I don't think you need to be so down," Arashi said with a faint smile, his gaze drifting to Dragon, Ace, and Luffy. "In a way, my goal is the same as theirs."
Then he paused, before dropping words that froze everyone in place. "Perhaps… we can cooperate."
"Cooperate?!" Dragon, Ace, and Luffy exclaimed, wide-eyed.
"Cooperate on what?!" Garp roared.
Raising Arashi was his proudest achievement—but raising these three was his deepest shame.
"Next," Arashi continued, still smiling though his words cracked like thunder, "I plan to make a move against the World Government."
The almost casual declaration sent a chill down every spine. Even Kizaru's perpetual smirk vanished, replaced by shock.
Kuma stared at Arashi, his massive frame trembling.
"Are… are we ready?" he asked.
Arashi's calm never wavered. "Kuma, no war ever begins when one is 'ready.' Peace and stability are the exception in this world."
Lightning seemed to strike Kuma's mind. His pupils contracted.
"So," Arashi turned to Dragon, his eyes gleaming, "are you interested in building a new world together?"
His smiling invitation left Kizaru stunned. Kuma trembled, a brilliant light flashing in his eyes. Dragon froze—then the corner of his mouth lifted.
"I have to say…" He extended his shackled hand, clasping Arashi's in a firm grip. "I'm very interested."
Under the sunlight, two powerful hands met.
Arashi grinned broadly. Dragon felt a strange déjà vu, recalling a fleeting conversation in stormy Loguetown years ago, when Arashi had told him:
"There are too many kings in this world."
Those words had laid bare his boundless ambition—his dream of becoming king of the world.
For over twenty years, they had each walked their separate paths and won their victories.
Now, they stood together again—not as allies, but as rivals whose paths converged. And Dragon knew, in this clash, he had already lost.
Garp stood dumbfounded. After a long silence, he finally managed to choke out, "You… you're going to join forces with Dragon?"
Arashi nodded easily. "Yes. The only difference between us is the path we chose. But our goal is the same—the World Government."
"That includes Luffy, Ace, and even Whitebeard, imprisoned in Impel Down. Perhaps, deep down, all of us share the same dream."
He walked toward the prow of the ship, letting the sea breeze whip against him as he gazed out over the endless horizon.
"What is the One Piece? What do the Poneglyphs scattered across the seas truly say?"
"Is history important? Yes… and no. It is merely a key—a glimpse into the world of tomorrow. A brand-new world is already calling to us. Don't you feel it?"

Meanwhile, in the Holy Land of Mary Geoise.
"The latest report from the Lulusia Kingdom in the New World," Saint Ethanbaron V. Nusjuro, the Warrior God of Finance, intoned gravely.
"The Marines clashed with the Revolutionary Army, the Whitebeard Pirates, and the Straw Hat Pirates. A great battle broke out. In the end, the Marines claimed a decisive victory."
"The outcome is no surprise," said Saint Shepherd Ju Peter, the Warrior God of Agriculture, with a nod.
"Though Dragon, the world's most wanted man, leads the revolutionaries, they cannot match the full might of the Marines."
They were all too aware of the terrifying power Arashi now commanded.
That power was the reason the World Government had avoided reckless war—his strength guaranteed unimaginable losses.
"No," Nusjuro said, pushing up his glasses with a furrowed brow. "This time, Arashi personally descended on Lulusia."
"What? That man moved himself?"
"Then there was no contest."
"Does this mean the Age of Pirates is over? Have the revolutionaries finally been crushed?" the others sighed, voices tinged with disbelief and melancholy.
Across eras, they had fought these foes—never imagining it would all end here.
But Nusjuro's tone grew heavier as he slammed a photograph onto the table. "The Sun God Nika has appeared."
The other three crowded in, eyes widening at the image: Luffy, body wreathed in radiant white flames—his awakened Nika form.
"But even Nika… lost to that man?"
"Unbelievable."
Grim silence hung over the Four Warrior Gods. For eight centuries, the Sun God Nika had been their greatest threat.
They had searched endlessly for the fruit, yet it had always slipped from their grasp, as if by fate itself. And now, it had reappeared—only to be eclipsed by an even greater monster.
"Has he grown even stronger since Onigashima?"
"What a monster," Saint Topman Warcury, the Warrior God of Justice, muttered darkly.
"Perhaps his terror already rivals that of Lord Imu," Saint Marcus Mars whispered.
The four exchanged glances, each seeing the same fear reflected in the others' eyes. For the first time in eight hundred years, someone had ascended to the level of a new god.
"The only good news is that he and Sun God Nika oppose each other," Warcury said. "And now Nika is captured."
But Mars's expression grew darker still.
"I fear it is not so simple. For eight centuries, Nika was our greatest enemy. Now someone even stronger has appeared—and he has already defeated Nika. Our situation has not improved. It has worsened."
Warcury let out a bitter sigh. "I would rather face Nika than Arashi."
Silence fell once more. Arashi's strength had exceeded every expectation.
They even questioned whether the four of them together could defeat him—or whether even Lord Imu, hidden deep within Pangaea Castle, could claim certain victory.
His immortality was the true nightmare: an undying, unstoppable being who could never be killed. In this, not even the Immortality of the Elders or the God Knights could compare.
