EXECUTIVE ORDER NO. 25 OF THE SUPREME LEADER

Executive Order Title: Initiation of Operation Redfall

By the authority vested in me as Supreme Leader of the Autocratic Federation of Wehrmacht Reichland, and in accordance with the Reichland Constitution of 2024, I, Wilson Franz Speer, hereby declare and order the following: 

SECTION 1: DECLARATION OF INTENT 

The State of Riversburg, a core territory of Wehrmacht Reichland, has been unlawfully occupied by forces of the Socialist Republic of Leninstadt since the conclusion of their aggressive Operation Riversburg on October 2, 2025. This occupation represents a direct threat to the sovereignty, security, and territorial integrity of Reichland. To restore lawful control, protect our citizens, and reclaim our northern frontiers, I authorize the immediate commencement of Operation Redfall – a comprehensive counteroffensive to invade, liberate, and secure Riversburg from Leninstadt control. 

The primary objective of Operation Redfall is the full liberation of Riversburg, expulsion of all Leninstadt military personnel, and reinstatement of Reichland governance. This operation shall prioritize the protection of civilian lives, infrastructure, and historical sites while decisively neutralizing enemy forces. 

SECTION 2: OPERATIONAL TIMELINE AND OBJECTIVES 

Start Date:Operation Redfall shall commence on February 25, 2026, launching from secured positions in adjacent Reichland states, including Konigstadt (recently liberated via Operation Zenfreit). 

Duration: Estimated 60-90 days, subject to battlefield conditions, with phased advances to minimize casualties and maximize strategic gains. 

- Key Objectives: 

 1. Secure border entry points and establish forward operating bases within the first 72 hours. 

 2. Liberate key cities in sequential order, employing combined arms tactics including armored blitz advances, aerial support, and infantry sweeps. 

 3. Disrupt Leninstadt supply lines and command structures to force a rapid withdrawal. 

 4. Reintegrate Riversburg into Reichland administration upon liberation, with interim military governance until civilian authorities are restored. 

SECTION 3: LIBERATION OF CITIES 

The following cities in Riversburg, captured by Leninstadt during Operation Riversburg, shall be targeted for liberation in the specified phased order: 

- Phase 1 (Days 1-14): Liberate southern entry cities – Sovrigstadt (primary target for initial breach), Winterburg, and Kovzkrigstadt. 

- Phase 2 (Days 15-30): Advance to central hubs – Hohenstahl, Norderburg, and Darwinsberg. 

- Phase 3 (Days 31-45): Secure northern strongholds – Nevillestadt, Drankenholf, and Zevilleburg. 

- Phase 4 (Days 46+): Final liberation of Drachenfelsstadt, followed by full state consolidation. 

Each liberation shall include humanitarian provisions: immediate delivery of aid supplies, establishment of safe zones for civilians, and coordination with local resistance elements if identified. 

SECTION 4: MILITARY PROVISIONS 

- Troop Allocation: Mobilize 18,500,000 soldiers from the Reichland Army reserves, including: 

 - 14,000,000 infantry divisions for urban clearing and holding operations. 

 - 2,500,000 armored and mechanized units for rapid advances. 

 - 1,500,000 support personnel (artillery, logistics, and engineering). 

 - 500,000 elite special forces for sabotage and reconnaissance. 

 Troop numbers may be adjusted based on intelligence assessments, with reinforcements drawn from ongoing Operation Soverland if necessary. 

- Equipment and Resources: Authorize full deployment of Reichland's advanced arsenal, including: 

 - Heavy artillery and missile systems for precision strikes on enemy positions. 

 - Aerial fleets (fighters, bombers, and drones) for air superiority and close air support. 

 - Logistical convoys to ensure sustained supply lines, with priority on fuel, ammunition, and medical resources. 

 - Cyber warfare units to disrupt Leninstadt communications and defenses. 

- Rules of Engagement: Engage only identified Leninstadt military targets. Minimize collateral damage; use non-lethal options where feasible for surrenders. Captured enemy combatants shall be treated in accordance with Reichland military law, with provisions for interrogation and potential prisoner exchanges. 

- Allied Coordination: Seek non-aggression assurances from neutral NORETHIAN entities; prohibit alliances with Southern Reichland (SRSR) forces to avoid complicating fronts. 

- Contingency Measures: In the event of heavy resistance, authorize tactical retreats to preserve forces. If Leninstadt escalates with chemical or unconventional weapons, retaliatory measures shall be approved only by my direct order. 

Budget allocation: 45% of national defense funds redirected to support this operation. 

SECTION 5: COMMAND STRUCTURE 

To ensure unified and effective leadership, I hereby appoint the following key military generals to oversee Operation Redfall: 

- Commander General (Overall Command): Supreme General Field Marshal Galvin Siegfried, who shall serve as the supreme operational commander, responsible for strategy, coordination, and execution. 

- Deputy Commander (Northern Front): General Field Marshal Erichson Kriegsvier, focusing on Phases 3 and 4 liberations. 

- Armored Division Lead: General Field Marshal Gustav Heisenberg, directing mechanized assaults and rapid advances. 

- Infantry and Urban Operations Lead: General Field Marshal Heinrich von Gründe, managing city liberations and civilian protections. 

- Logistics and Support Lead: General Field Marshal Helmund Ganzefeiller, ensuring supply chain integrity. 

All appointed generals shall report directly to Commander General Siegfried, with final approvals routed through my office. Promotions and commendations shall be granted based on performance. 

SECTION 6: FINAL DIRECTIVES 

This order is effective immediately. All Reichland military branches are directed to comply without delay. The people of Reichland are called upon to support this effort through voluntary enlistment and national unity. Victory in Operation Redfall will restore our northern borders and weaken the Leninstadt threat, paving the way for lasting peace. 

Failure to execute this order shall be considered treason, punishable under Reichland government statutes.
