Even if one is a Vice Sect Hierarch, there is absolutely no chance to succeed the Sect Hierarch position; therefore, even though the Vice Sect Hierarch position is higher, the real power is less than that of the Saint Heir.
The current Sect Hierarch, Malvern Howell, confirmed Lorvian Randall as the Saint Heir, but he doesn't favor Lorvian Randall personally because Lorvian Randall is loyal to the Sea God Sect, not to the Sect Hierarch.
