Ponte, despite being the Police Director, had no intention of going to work at the Metropolitan Police Department. He highly valued his own safety. He had taken on the role of Police Director solely to deal with Dio's case, not because he truly wanted the position. Apart from Dio's case, he delegated all other matters to his subordinates. In Japan, aside from his initial visit, he had no plans to meet with anyone. Especially after Pavao's death, Ponte was even less willing to meet others. He wanted to completely conceal his whereabouts to prevent Dio from discovering his location.
Ponte didn't rule out the possibility that Dio could have used his superpower to command others and force Pavao to reveal the truth. Even though he believed Pavao had been tamed into a qualified 'stray dog,' he didn't think human willpower could withstand Dio's superpower.
