Chapter 128: Strongest In The World
When Naruto fought Toneri in the original timeline, the Ōtsutsuki clan who live on space had noticed the disturbance on the moon.
Battle between two of them are very big, chakra flaring from the tailed beast was not taken lightly even by Otsutsuki species, they who lived very far from earth can't help but instantly alert with it.
The clash of chakra between the user of Tenseigan and Tailed beast manage to cut half the moon, the impact was overwhelming and had reached far beyond the planet itself.
From that moment on, the Ōtsutsuki began paying attention to Earth and Momoshiki decided to go to earth instantly but it would take more than 10 years before they can use their devices to go to earth.

But this time because Administrator, he can't totally block the feature to craft new jutsu but he can increase the price needed.

For example, he can use infinite fire magic, infinite wind magic while his mana reserve stay at 100. Although it is low level spell but if there is 1000 wind magic attacking you, can you survive it?
For comparison Genin chakra can use Rasengan and Firestyle. His Teleportation jutsu also didn't require that much chakra unless he teleported something big like tailed beast bomb.
Raiken now can proclaimed himself as the strongest Shinobi in this world.

His movement speed become faster and he deduce it at least 3 times faster than Raikage.
