Regarding their view, Ian's opinion was 'They're right!' The exoskeleton armor is indeed not as good as armored clothing, primarily because it's cheap and easy to spread... but that's not the real point.
The real importance lies in these exoskeleton armors, as well as other combat humanoid figures... all being capable of unmanned control, and equipped with more powerful, high-precision weapons that ordinary people can hardly use.
Even if they are not directly controlled by the Heart of Terra, merely assisted by it, soldiers wearing these exoskeleton armors can hit their targets precisely, like having an 'assistant aiming system', no different from bullets curving.
