The rules of the Quinn Family were passed down a hundred years ago, and after entering the new era, many rules were implicitly abolished, such as those mentioned by Mrs. Quinn, or the etiquette Charlotte Allison mentioned about greeting the matriarch. According to the Quinn Family rules, the first time meeting the Quinn Family matriarch, all the elders and juniors of the clan must pay their respects, and in the future, all the ladies of the household must greet the matriarch.
Mrs. Quinn used the rules to make things difficult for Charlotte Allison, so Charlotte responded to Mrs. Quinn by using those very rules.
"Miss Allison seems to understand the rules of my Quinn Family quite well." Mrs. Quinn said calmly, "You haven't yet registered with Lucas for a marriage certificate, and the Quinn Family elders have not expressed their opinions on your marriage."
So, she is not yet considered the matriarch of the Quinn Family, and the Quinn Family hasn't truly recognized her.
