As [Dominatus] suppresses the Gene Factors to avoid destruction by the Weave, the Skill comes to a realization. The Gene Factors of the three prime species are too valuable to suppress and let one dominate over the other simply.

It has a weird way of determining whether a threat exists when malice is not involved. If malice is involved, pure malice, then [Dominatus] destroys the threat in an instant. Things change if the threat is unable to contain malice and is merely doing what it is supposed to do.
