Chapter 73 - Chapter 71: Danzo’s Extortion, and the Ino-Shika-Cho’s Countermeasure

Shikaku Nara's expression remained perfectly neutral as he poured a fresh cup of tea. He held no affection for Danzo Shimura, and while he offered the scarred elder the basic courtesy of a host, he offered nothing more.

Shikaku was confident in his position. The Ino-Shika-Cho alliance held an irreplaceable ecological niche within Konoha's infrastructure. Even though the Third Hokage, Hiruzen, had recently stripped them of their high-level administrative management roles, he could not afford to remove their clan members from active duty.

The Yamanaka Clan was the backbone of the Interrogation Department; without their mind-reading jutsu, intelligence gathering would paralyze. The Nara Clan provided unparalleled strategic and logistical minds. The Akimichi Clan served as the alliance's heavy-hitting vanguard, a crucial military asset. If Hiruzen ever faced a true crisis, he would be forced to beg for their help. Because of this leverage, Shikaku remained unbothered by their recent political demotion.

However, Danzo's next words shattered that calm.

"This is an official mobilization order from the Hokage," Danzo stated, his voice raspy and devoid of warmth. "Each of your three clans is to provide seventeen shinobi."

Danzo's single visible eye swept over the three clan heads. "My Root division is in desperate need of fresh blood. Since you are all present, it saves me a trip. Do not think you can fool me with rejects. I require elite Chunin, and no less than five Jonin from each clan. I will return at this exact time tomorrow to collect them."

Without waiting for a response, Danzo pulled a scroll bearing the Hokage's official seal from his robes, flashed it briefly to prove its authenticity, and tucked it away.

Danzo's Internal Monologue: Hiruzen only authorized a draft of seven members per clan. But if I don't use a little deception, I wouldn't be the 'Darkness of the Shinobi.' A minor alteration to the document by my forgery experts—changing a seven to a seventeen—and I secure the forces I need.

Feeling immensely proud of his own ruthlessness, Danzo turned and walked out of the Nara estate, completely ignoring the dark, murderous expressions forming on the faces of the three clan leaders.

For a long moment, the tea room was dead silent.

Choza Akimichi slammed his massive hand onto the low table, splintering the heavy wood.

"Damn him! I absolutely refuse!" Choza roared, his usual jovial demeanor replaced by ferocious anger. "I would rather defect entirely to the Uchiha than hand my family over to Root. There is no room for negotiation here. Seventeen people? Five Jonin? That would cripple our combat infrastructure!"

Inoichi Yamanaka's face was equally pale and furious. "The village has crossed the line this time. I cannot accept this either. Root strips its operatives of their emotions. For my clan, whose jutsu requires deep mental empathy, it is a death sentence. Defecting to Jin Uchiha is a better alternative."

Both men turned their gazes to Shikaku, the undisputed brains of the trio.

Shikaku exhaled a long, heavy breath and drained his teacup in one gulp. His mind was already racing, analyzing the variables.

"Inoichi, Choza, calm down," Shikaku said smoothly, his lazy drawl returning. "Danzo gave us a day. We have plenty of time to dissect this. Think about it logically. Knowing Hiruzen's cautious nature, do you really believe he would authorize such a draconian draft right now?"

The question hung in the air. Choza and Inoichi fell silent, their anger momentarily overridden by realization.

Shikaku's Internal Monologue: Hiruzen is a politician obsessed with his benevolent image. The village is already a powder keg because of the Uchiha. There is no strategic value in issuing a ruthless mandate that would alienate the neutral clans and push us directly into a rebellion.

"Hiruzen wouldn't dare," Inoichi murmured. "He knows the Uchiha are waiting for an excuse to strike. He wouldn't risk forcing us to join them."

"Exactly," Shikaku nodded. "So, we don't need to make a drastic decision. We will simply watch the tigers fight from the mountain."

"What do you mean?" Choza asked, his brow furrowed.

"Danzo wants manpower? Fine, we will give him the manpower," Shikaku explained, a sly, calculating glint in his eyes. "Select the seventeen members. But give them a strict, secret directive: the absolute second they step out of our territory, they are to immediately break formation and sprint directly into the Uchiha compound to seek asylum."

Inoichi inhaled sharply. "You want them to defect? Just like that? Isn't that too blatant?"

"It's just smoke and mirrors," Shikaku replied, leaning back. "Before the Uchiha rose up, we could never pull off a stunt like this. But the political landscape has changed. Unless Hiruzen wants to officially label the Ino-Shika-Cho as traitors and force us to formally ally with the Uchiha in a civil war, he has to pretend he didn't see it happen. He will be forced to swallow the insult."

"And if he survives the Uchiha and decides to settle the score with us later?" Choza pressed.

"If a war breaks out, the Hokage's faction will be severely crippled, even if they win," Shikaku reasoned. "They won't have the military strength left to purge us. And if, by some miracle, Hiruzen defeats the Uchiha without taking damage? We just lower our heads, apologize, and play the loyal subordinates again. He is an old man. We just have to outlive him."

Choza and Inoichi exchanged a long look before nodding in unison. It was a brilliant, pragmatic strategy. They wouldn't lose their people to Danzo, nor would they formally declare war on the village.

"I agree," Choza said, his massive shoulders relaxing.

"It's settled then," Inoichi added, taking a sip of his tea. The oppressive tension in the room finally dissipated.

With their own survival secured, their thoughts turned to the rest of the village. Choza looked at the shattered table beneath his hand. "If Danzo is pulling this stunt with us... how many other clans are going to break under the pressure and run to Jin Uchiha?"

"Many," Inoichi answered immediately, his tone grim. "I guarantee the Aburame Clan will be the first to fall."

"The bug users?" Shikaku mused.

"Yes," Inoichi nodded. "They are reclusive and terrible at politics, which means they have no allies in the core administration to protect them from Danzo's extortion. But their insect jutsu is incredibly versatile. Danzo will absolutely target them. Because they lack our political armor, they will have no choice. If they don't want their clan hollowed out by Root, they will have to beg the Uchiha for protection."
