Chapter 41 - Chapter 39: Danzo's Price, and the Uncontrollable Variable

The atmosphere inside the Hokage's office was suffocating. Hiruzen Sarutobi sat silently, but the sheer gravity of his suppressed anger pressed heavily upon the three elders who had just arrived.

Koharu Utatane and Homura Mitokado, whose political influence relied entirely on Hiruzen's backing, looked visibly anxious. However, Danzo Shimura—shielded by his private black-ops organization, Root—remained entirely unbothered. He leaned heavily on his cane, his single exposed eye coldly observing the room.

"Hiruzen, what has happened?" Koharu finally asked, breaking the silence.

Without hiding anything, Hiruzen detailed Jin's weaponization of the Police Force's legal protocols. He explained how the Uchiha had effectively paralyzed the administration's plan to drain their public image, legally turning the village's frustration back onto the Hokage's office.

"Preposterous! This is borderline treason!" Koharu snapped, her bureaucratic pride wounded.

"They must be severely disciplined!" Homura agreed loudly.

Hiruzen looked at them flatly. "Very well. Will the two of you lead the disciplinary squad?"

The false bravado evaporated instantly. The two elders snapped their mouths shut, suddenly incredibly interested in the floorboards.

Hiruzen's Internal Monologue: Useless. They excel only at shouting from the safety of this office.

Koharu and Homura were administrators, not frontline combatants. They knew Jin was a Mangekyo Sharingan wielder—a powerhouse capable of massacring elites without hesitation. They had absolutely no desire to throw their lives away provoking a monster.

Seeing his two loyalists cower, Hiruzen sighed heavily and turned his attention to his oldest rival.

Danzo sneered before Hiruzen could even speak. "I warned you. The Uchiha are a clan genetically predisposed to madness. The Sharingan's power is intrinsically linked to emotional extremity. You delayed their eradication for too long, and now an anomaly like Jin has surfaced to exploit your hesitation."

Hiruzen's face twisted in bitter regret. Danzo was right. The Uchiha were an unstable variable, and Jin was the most dangerous iteration of that bloodline to ever exist.

Hiruzen's Internal Monologue: Throughout my reign, I have maintained control by exploiting my enemies' psychological tethers. I neutralized Tsunade's political ambitions because she loved her brother and lover's dream of the village. I allowed the Uzumaki clan to be annihilated because Mito Uzumaki was too tethered to the Senju to retaliate. I drove Sakumo Hatake to suicide using his own strict moral code. Minato Namikaze was shackled by his love for Kushina. Even Orochimaru, for all his genius, was burdened by a twisted emotional attachment to me.

But Jin Uchiha has no tethers. He does not care if the Uchiha Clan is wiped out, provided he can drag my administration into the abyss with him. He has no friends, no lovers. Even my attempt to hold his parents hostage in the village prison is meaningless—his ruthless pragmatism dictates he would sacrifice them rather than submit to extortion. He is immune to political leverage. I cannot control him. I must eliminate him.

Hiruzen set his smoking pipe down. The political games were over.

"We are past the point of containment, Danzo," Hiruzen said, his voice dropping to a lethal, authoritative register. "I need you to mobilize Root immediately. Assassinate Jin Uchiha."

Danzo did not flinch at the kill order. Instead, his eye narrowed. "My price remains the same as our previous discussion. I require one full Anbu combat battalion transferred to my permanent command. I require executive authorization to draft three elite shinobi from every major clan in the village into Root. And I require one hundred million Ryo to hire disposable mercenary fodder from the Black Market."

Danzo's Internal Monologue: Root is my foundation. It is the military capital I require to eventually claim the Hokage seat. Jin is an apocalyptic-level threat. Engaging a Mangekyo wielder directly will result in catastrophic casualties. I will not sacrifice my private army to solve Hiruzen's problem while the Hokage's own Anbu forces remain safely in reserve.

Hiruzen slammed his hand onto the desk, his anger flaring. "Are you insane, Danzo? Jin is a mutual threat to the entire village! If he successfully executes a coup, do you think he will spare you? This is not a negotiation! If he takes power, we both die!"

Koharu and Homura quickly chimed in, urging Danzo to act for the 'greater good' of Konoha.

Danzo scoffed, utterly unimpressed. "Spare me the 'Will of Fire' rhetoric, Hiruzen. If Jin is a mutual threat, then we must share the mutual cost. Why should Root bleed out while you sacrifice nothing? My demands are absolute. Accept them, or handle the Uchiha yourself."

The room fell into a dead, tense silence. Hiruzen rapidly calculated the political cost of Danzo's demands.

"I will grant you the Anbu battalion," Hiruzen finally conceded, grinding his teeth. "But the clan drafting authorization is denied."

Hiruzen's Internal Monologue: My political capital is severely depleted following the massive casualties of the Third Shinobi World War. The major clans—the Hyuga, Ino-Shika-Cho, Aburame—only tolerate my continued rule because I provide stability and do not infringe on their autonomy. If I authorize Danzo to forcibly conscript their elite heirs into his brainwashed death squads, the clans will riot. It would trigger a village-wide civil war before Jin even draws his blade.

"Then it is not enough," Danzo stated flatly. He crossed his arms and settled back into his chair, his expression entirely apathetic. "I refuse the mission."
