To be more specific, the twins could see that Galaxy that wasn't shown in any of the Werdlem Network Starcharts. However, they weren't inside yet. The entire Galaxy was surrounded by a protective formation that didn't allow anyone to enter. The only exceptions were the Universe Owner and some higher-ups in the Light of the Provider Religion. Well, they were all just more directly connected Werdlem Empire subordinates.
Why so tight? A galaxy was still something enormous, and counting everyone who could enter the protection formation, not even ten experts were included. There were Werdlem Universe entourages that came to check how things were going, but they would only stay for a few years and not come back for countless others.
