He even believed that the world shouldn't have such a thing as slums.
If slums were eliminated, then the entire world would become better, and the great District Two would continue to be great.
So he had just made things difficult for Griffin in every possible way, with the sole purpose of letting this guy feel the power of someone born in the affluent district like himself.
