Shava didn't seem particularly smug but rather calmly said to Gao Yang, "Big Brother, now our White Shark Gang is the largest in the whole of Kiev. I've left some gangs alone, not because we can't deal with them, but because I think it's too much for White Shark Gang to control all of Kiev. It's flashy for a while but won't last long."
Gao Yang was indeed surprised, surprised that Shava actually understood the principle of 'standing out brings trouble.' If the White Shark Gang controlled the entire Underworld of Kiev, it would be exhilarating for a moment, but it would definitely be a path to self-destruction.
Shava still carried some of the aura of outlaws, but the bumpkin who wanted to rise through sheer fighting had completely disappeared.
Gao Yang nodded and smiled, "Your thoughts are excellent. How's the official government side? Is anyone causing trouble?"
