Green's understanding of mechanical knowledge is basically at the surface level of a wizard apprentice, with very little exposure. Therefore, coming to Sky City for a complete acquisition of wizard knowledge is simply impossible.
Green's journey across the Wizard Continent had one purpose, which was to obtain the Micro-Vision Eye for the sixth phase of the Face of Truth project.
In this area, which belongs to mechanical wizard knowledge, Green simply couldn't start learning from scratch himself. He had to come personally to the Sky Mechanical Holy Tower to commission a professional mechanical wizard to create a Micro-Vision Eye that meets Green's standards.
