"First, through a selection process, one hundred thousand men will be chosen from the Royal Army to form a special corps. I will then send instructors to train them, using the standards of Marine Headquarters."
"Second, overall command of the corps remains with you, King Cobra. You will also be the one to appoint the corps' commander; I will not interfere with that."
