The Capital Base currently covered a few sectors of the metropolitan area, including several neighborhoods with mid-rise buildings and villas.
It wasn't that they were avoiding the areas with high-rise buildings, those zones were just far away from the granite mountain and could not be enclosed by walls in their current capabilities. Considering how the largest central business district was crushed by ejecta, they weren't particularly in a rush to expand.
According to Kael, it had three entrances so far. Two were general entrances at the South and Southeast, relatively easily accessible to the masses because they were connected to major roads and avenues.
However, there was another 'backdoor' at the Southwest near Granite Mountain, which was also near their neighborhood. The road here used to serve only the mountain villas and the exclusive neighborhoods near the foot of the mountain, so they were not well-known.
