Chapter 229 - An Emergency Council

Chapter 229: The Sand Trembles: An Emergency Council

Deep beneath the Kazekage Tower, in the dimly lit, sand-proofed communications bunker of Sunagakure, the air hummed with the low thrum of outdated equipment.

Suna, the Chief of Communications, paced impatiently behind a young operator named Kenta, who was frantically adjusting dials.

"Report!" Suna snapped, his voice tight with irritation. "Why is there still no response from 'Desert Scorpion's Eye'? It's been fifteen minutes past their scheduled check-in!"

Kenta flinched, sweat beading on his brow despite the bunker's coolness. "Sir, I... I don't know! The channel is open, the frequency is correct, but... there's nothing. Just static."

Suna cursed impatiently, shoving the younger man roughly aside. "Useless! Let me handle it." He took Kenta's seat at the main control panel, the worn leather cool beneath him.

He picked up the heavy communicator handset, the Bakelite cracked from years of use.

"This is Suna, Chief of Communications, calling border Sector Gamma," he barked into the mouthpiece, his voice sharp and commanding. "Outpost Designation: 'Desert Scorpion's Eye'! Respond immediately! Over!"

The only reply he received was the dead, empty hiss of static. No crackle of acknowledgement. No distant voice. Nothing.

Suna's brows furrowed, a knot of unease tightening in his stomach. Equipment malfunction? Sandstorm interference?

He switched to the next channel frequency, punching in the code sequence manually.

"'Rattlesnake's Fang'! Sector Delta outpost! This is Communications Chief Suna! Respond immediately! Report status! Over!"

Still... silence. The oppressive hiss of static seemed louder now, mocking him.

Suna's expression began to turn grim. Two outposts down? Simultaneously? That wasn't a coincidence.

His fingers flew across the console, inputting codes with growing urgency.

He called out one designation after another, each name representing a small, isolated pocket of Suna shinobi watching the desolate border.

"Listening Post: Spring of Red Sand! Report!"

Static.

"Observation Tower: Tumbleweed! Respond!"

Static.

"Fortress Garrison: Black Rock Wall! Status update, now!"

Static.

...With each name he called, with each unanswered hail swallowed by the dead airwaves, Suna's face grew a shade paler. His initial irritation morphed into confusion, then dawning horror.

Thirty-seven names. Thirty-seven outposts. From the northern border with the Land of Rivers down to the desolate southern wastes.

Not a single response.

Clatter.

The heavy communicator handset slipped from Suna's suddenly powerless, numb fingers, hitting the console with a dull thud.

He finally understood.

This wasn't an equipment malfunction cutting off one or two posts.

This wasn't a localized sandstorm disrupting signals.

This was... total annihilation. Complete, coordinated silence.

Thirty-seven border outpost strongholds. Manned by hundreds of experienced Suna shinobi.

Vanished into thin air. Wiped off the map within the span of a few short, silent hours.

A single, chilling thought, like a clap of thunder directly overhead, resounded in Suna's mind, shattering his composure.

WAR!

Suna shot up from his chair, his body trembling violently. He couldn't stand steadily, staggering backward, slamming hard into the cold, sandstone wall behind him.

He ignored the searing pain in his shoulder. He scrambled on all fours, like a terrified animal, towards the bunker door, letting out a strangled, panicked roar.

"ALARM! SOUND THE ALARM! GO REPORT TO THE KAZEKAGE! QUICKLY!"

His voice cracked, hysteria setting in. "The border... the entire border defense line... it's... it's GONE!!"

Kazekage's Office.

High above the panicked communications bunker, in the spacious, sunlit office atop the Kazekage Tower, Rasa, the Fourth Kazekage, abruptly rose from his seat behind the large, imposing desk. His face, usually stern and controlled, was filled with shock and utter disbelief.

[Inorin's Note: Rasa was the Fourth Kazekage of Sunagakure, father to Gaara, Temari, and Kankurō, and possessed the Magnet Release Kekkei Genkai, allowing him to control Gold Dust.]

"What did you say?!" he demanded, leaning over the intercom, his voice sharp.

"Report that again, Suna! Clearly!"

"All outposts, Lord Fourth! All thirty-seven! All contact lost!" The communicator's voice crackled, filled with raw, unadulterated panic.

"A few minutes ago... I tried initiating sequential contact with all front-line strongholds... Standard procedure... But not one... Not a single one responded! It's just... dead air!"

Rasa's mind buzzed, a high-pitched whine filling his ears. Silence descended over the office, broken only by the panicked breathing on the intercom.

As the Kage of a village, as a leader responsible for thousands of lives, he instantly understood the terrifying implications.

This was no accident. This wasn't a widespread communication equipment malfunction across hundreds of miles.

This was... an enemy attack. A devastatingly effective one.

And given the scale, the speed, the completeness of the silence... it was a large-scale, meticulously premeditated, full-blown invasion.

To be able to simultaneously eliminate dozens of his heavily fortified border outposts in such a short window of time... preventing them from even sending out a single, desperate distress signal...

Who? Who possessed such capability? Such ruthlessness?

Those capable of such a feat, looking across the entire Ninja World... they were few and far between. Iwagakure? Kumogakure?

Or... Konoha?

Rasa's blood ran cold at the thought. Akira...

He slammed his hand down on the intercom button. "Immediately! Assemble all council members! All Jōnin commanders! Emergency meeting! NOW!"

Rasa roared the orders, his voice tight with controlled urgency.

"Also! Send word immediately! Please invite Elder Chiyo and Elder Ebizō! Their experience is needed!"

[Inorin's Note: Chiyo and her brother Ebizō are highly respected, semi-retired elders of Sunagakure, legendary figures from past wars.]

"Hurry! MOVE!"

"Yes, Lord Kazekage!"

The entire Kazekage Building, usually a place of quiet, bureaucratic routine, descended into complete, controlled chaos at this moment.

RRRRIIIIINNNNNGGGGG!

Emergency alarm bells, loud and piercing, began to blare throughout the entire Hidden Sand Village, echoing off the sandstone walls.

Countless villagers and off-duty ninja, still in their sleep or just beginning their day, were jolted awake by the terrifying sound.

They stared blankly out their windows, hearts pounding, unsure of what catastrophe was unfolding. Was it Gaara again? Or something worse?

Sunagakure Council Meeting Room.

The atmosphere was thick with tension and fear.

The Fourth Kazekage, Rasa, sat rigidly at the head of the long table, his face a grim, unreadable mask. Gold dust shimmered faintly around his fingertips, a subconscious manifestation of his agitation.

Below him sat the core high-ranking officials of the Hidden Sand Village.

Baki, an elite Jōnin of Sunagakure, renowned for his Wind Release prowess and one of Rasa's most trusted, pragmatic subordinates, sat silently, his face obscured by his usual wrappings.

[Inorin's Note: Baki is a high-ranking Sunagakure Jōnin, later known as the sensei of Gaara, Temari, and Kankurō.]

Beside him were several other elite Jōnin commanders, their faces pale and anxious.

Finally, seated near the head of the table, treated with utmost deference, were two elders. Figures who had long since retired from active village affairs, living in quiet seclusion for many years, their presence a testament to the severity of the crisis.

Chiyo, her small frame belying a fierce spirit, her eyes closed as if in meditation. And her younger brother, Ebizō, equally ancient, his face deeply lined, also with his eyes closed.

"The situation," Rasa began, his voice low and heavy, cutting through the silence, "is this."

"Approximately one hour ago, all thirty-seven observation and defense outposts we had deployed along the entire border of the Land of Wind... lost contact. Simultaneously."

"According to the latest emergency intelligence intercept..." Rasa took a deep, shuddering breath. He struggled for a moment, then, with immense difficulty, uttered the single, dreaded word.

"It's Konoha."

The moment the word "Konoha" left Rasa's mouth, Elder Chiyo's tightly closed eyes snapped open! A sharp, almost predatory glint flashed within them.

"Konoha!" Chiyo's voice, though aged, became incredibly low, guttural, vibrating with decades of suppressed hatred.

She slammed her frail-looking hand down hard on the table. CRACK! The wood splintered beneath her palm.

"They've gone too far! Those Leaf bastards!"

"Do they really think we in the Hidden Sand have no one left?! That we are weak?!"

During the Second Great Shinobi War, a lifetime ago, Chiyo's only son and her daughter-in-law, both powerful Suna shinobi, had died. Killed in action. By Konoha's White Fang, Hatake Sakumo.

[Inorin's Note: Hatake Sakumo, known as the White Fang of the Leaf (Konoha no Shiroi Kiba), was Kakashi's father and a legendary shinobi whose prowess was said to rival the Sannin. His actions during the Second War earned him deep hatred from Sunagakure.]

This blood debt... this deep, festering wound... Elder Chiyo had remembered it, nurtured it, for her entire life.

"Sister, calm yourself," Ebizō, who had remained resting with his eyes closed, finally opened them. His gaze was weary but sharp.

"Now is not the time for anger. It is the time for strategy."

"Calm down?" Chiyo sneered, whipping her head around to glare at her brother.

"How can you expect me to calm down?! Have you forgotten?!"

"Konoha's ninja have already reached our doorstep! They wiped out our entire border defense line within hours! Silent! Brutal!"

"This isn't a skirmish! This is a blatant, full-scale invasion! A declaration of WAR!"

She turned back to Rasa, her eyes blazing. "Are we supposed to cower here like turtles in our shells, discussing how to calm down while they march on our village?!"

Chiyo's gaze pinned Rasa to his seat. "Kazekage! What are you waiting for?!"

"Immediately assemble all available ninja! Mobilize the reserves! Prepare for battle!"

Rasa's fists, hidden beneath the table, involuntarily clenched so tightly his knuckles turned white.

Fight?

With what? With whom are we supposed to fight?

Rasa knew better than anyone what a precarious, desperate mess the current Hidden Sand Village truly was.

The Daimyō of the Land of Wind, blaming Suna for past failures and prioritizing his own luxuries, had been cutting their budget relentlessly for years. The village's finances were already stretched paper-thin. They barely had enough to maintain basic patrols, let alone fund a full-scale war.

The village's only ultimate weapon, his own son, the Jinchūriki Gaara... was still an extremely unstable, traumatized monster. Completely unable to be deployed reliably as a combat force on the battlefield. He was as likely to kill their own troops as the enemy.

And Konoha?

Ever since that monster, Uchiha Akira, became the Fifth Hokage, the entire Hidden Leaf Village had been reborn. Transformed.

First, he swiftly, brutally consolidated all power within the village, eliminating dissent (the rumors about Danzō were chilling). Then, he had somehow forcefully pressured the Daimyō of the Land of Fire, obtaining unprecedented levels of funding and resources.

The current Konoha was militarily strong, unified under a powerful leader, and rich in resources. A juggernaut.

Even more terrifying... was the Fifth Hokage himself.

From the fragmented, terrifying intelligence reports Suna had managed to gather... Uchiha Akira's personal power was extremely, absurdly terrifying. Far, far exceeding the conventional meaning of a Kage. Some whispered he possessed the Rinnegan itself.

To go to war with such a Konoha... to make an enemy of such a powerful, ruthless individual... Rasa dared not even imagine the consequences. Annihilation.

"Elder Chiyo," Rasa said, trying to keep his voice steady, respectful but firm.

"Going to war now... rushing into battle... is not a wise move."

"The current strength of Konoha far, far surpasses what it once was. We... we cannot match them directly."

"We WHAT?" Chiyo interrupted Rasa unceremoniously, her voice sharp with disbelief and contempt.

"Cannot match them? Are our Hidden Sand ninja not ninja anymore?! Have we become cowards?!"

"Elder Chiyo!" Rasa's voice also rose, finally losing his composure. He slammed his own fist on the table, the gold dust around him swirling angrily.

"I am the Kazekage of this village! I am responsible for the future, the survival, of every man, woman, and child within these walls!"

"Acting on impulse, on hatred, will only drag the Hidden Sand Village into an abyss of eternal damnation! We cannot afford another devastating war!"

"The village cannot survive it!"

"Coward!" Chiyo cursed him mercilessly, her face contorted with disgust.

"That is the talk of a weakling! A coward!"

"You!" Rasa trembled with anger, speechless for a moment.

"Enough!"

Ebizō slammed his own hand down on the table with a loud, resounding thud that silenced them both.

"What time is it?! Our village is under attack, and you two are bickering like children!"

He turned his sharp, weary gaze first to his sister. "Sister! Besides screaming for a war we cannot win, do you have any useful, strategic suggestions? Any plan other than sending our shinobi to their deaths?"

Chiyo was rendered speechless by her brother's direct challenge, her face alternating between green and pale. She glared but offered no alternative.

Ebizō's gaze then turned back to Rasa.

"Kazekage-dono. You are right. We cannot fight a conventional war against the current Konoha. Not head-on."

"But," Ebizō continued, his voice grim, "we also cannot simply do nothing."

"Since Konoha dares to invade so brazenly, wiping out our entire border in one fell swoop... it means they are fully prepared for a full-scale war. They expect retaliation. Or perhaps... they expect surrender."

"Our constant retreat, our perceived weakness, will only make them bolder, allow them to take advantage of us further."

Ebizō leaned forward, his ancient eyes locking onto Rasa's. "Now, the entire village is looking to you, Kazekage. They are waiting for your decision. Waiting for leadership. What do we do?"
