Date of Incident: 7/8/20XX

Location: Darth Co. Shipyard, 12th Avenue, Suite 202 Manhattan

Incident Description:

At approximately 10:20 AM EST, Koichi Haimawari, licensed hero known as "The Skycrawler", made contact with POI L8567 (alias "Shukuchi") and POI L5583, Genta Hajiro (alias "Ogre") in an isolated area of the Darth Co. Shipyard. Surveillance footage and eye-witness accounts confirm an altercation between the three individuals lasting approximately 33 minutes. Estimated damages done to the shipyard and affected cargo are projected to exceed $500,000. At the battle's conclusion, The Skycrawler was incapacitated and several on-site workers were injured. The two assailants escaped with a hostage, POI H55326, Amelia Roswell.

Haimawari is capable of projecting intermolecular forces from any part of his body. While primarily used for traversal, it can also be used in combat to increase the strength of his strikes tenfold.

Known Mercenary - "Shukuchi"

Quirk: Name Unknown

Shukuchi has been observed to able to swap the positions of any inanimate objects stained with his blood. The minimum volume of blood required to activate the quirk is not known. This quirk seemingly interacts differently with living targets. It has been observed that when Shukuchi activates his quirk to displace himself, other living beings in contact with him are similarly relocated.

Known Mercenary - "Ogre"  

Age: 57

Quirk: Cardio Boost

As Hajiro's heartrate increases so too does his physical capabilities. At higher BPMs, his body is reported to undergo anatomical changes to accommodate the exponential boost in strength. Conversely, as his heartrate lowers, Hajiro has been documented as being unnaturally pale and sluggish.

Executives of the Federal Hero Commission sat quietly in their seats as the secretary finished reciting the report. The boardroom immediately began to buzz with discourse.

"So it's as we feared. The heralds are speeding up their plans and now the liberationists are getting desperate!" One executive said, banging a fist on the table.

"Don't be so dramatic Bernard. We've known about the Roswell kidnapping for weeks now. It's no surprise that the liberationists want to end Thaddeus Roswell's dealings with the heralds by any means." A female executive retorted.

Several more arguments began to erupt across the table between executives. Objective debate soon devolved to obnoxious bickering. This continued for a few moments until the burly man at the head of the table calmly raised his hand.

"Let's change topic."

The man's booming voice was now the only thing audible in the boardroom.

"The situation has taken an unfavorable turn. While our prior operation to dismantle the liberationist influence in the city has succeeded, the remnants have become more emboldened than predicted."

The man paused for a moment, taking a sip of water. The sound of his glass cup decking his coaster was audible throughout the room.

"I am elevating the herald operation to blackout protocol. This incident with the C.C boy shows that a more measured approach is needed to properly restrict the movement of these groups of interest until our agents are in position."

"Ch-chairman Atkins, if may?" Executive Bernard asked meekly.

"Yes Mr. Bernard? Are you and Mrs. Stone going to hurl kiddish insults at each other again?" 

"N-no sir! It's about Koichi Haimawari."

"Hmph. Go on." Chairman Atkins took another sip of water as Mr. Bernard stood up and shakily flipped through the dossier in his hands.

"Metrics gathered by our surveillance teams as well as data provided by the Japanese Hero Commission show that Haimawari's quirk possesses a high level of lethality. The amount force he needed to generate in order to land that Lowing commercial plane in the Hudson River two months ago was-"

"Perhaps a summary, Mr. Bernard."

"Ah! Yes of course, chairman!" The executive cleared his throat and continued.

"Given Koichi Haimawari's own testimony and the apparent strength of his quirk I find it hard to believe he was bested so easily by villains of this caliber."

Mrs. Stone let out an exasperated sigh.

"So you think this Koichi fellow allowed them to escape? I think he could have managed that without having them hospitalize him for a week, Bernard."

"Well, Mrs. Stone, with his vigilante roots in mind, influence from remnants of the Meta Liberation Army in Japan is plausible. The villains may have used this like-mindedness to gain the upper hand against him-"

"Enough you two." the chairman calmly placed his now empty glass cup onto his coaster.

Atkins brought a hand to his chin, seemingly lost in thought for a moment. What would have been a long silence was replaced with the intermittent the sounds of Mr. Bernard's nervous fidgeting as he awaited a response.

"It could be just as likely that the boy is one of those pacifist types. Regardless, the fact that Skyline was so eager to recruit a civilian, and an unlicensed, lawbreaking one at that, does illicit some suspicion even for someone as scandalous as him."

The chairman's callous gaze fell upon the cowering Bernard.

"Noted. You may sit, Mr. Bernard."

As Bernard slumped back into his seat with a lengthy sigh, the chairman leaned forward, his elbows pressed against the boardroom table.

"I could do without the outbursts, Rachel, but I do agree that Bernard's speculation isn't much to go on."

"Thank you, chairman and I apologize my behavior-"

Atkins continued, ignoring Mrs. Stone's acknowledgment. 

"Still, the status quo of the C.C Corporation is a bit too dubious for my liking."

The chairman beckoned the secretary to approach.

"Given the parties involved, heavy punitive action would only ruffle feathers in Washington and bring unwanted media attention, so we'll have to improvise."

Atkins swiveled his chair to face the stoic secretary at his side.

"Ms. Nieves, see to it that the Corvus family and their constituents are made aware of the blackout status regarding herald operations. Only the secure channels will be used going forward."

"Of course chairman. Would you also care for another cup of water?"

"Ah, how considerate. No need my dear, however, tell my brother-in-law to make his way here, I have a task for him."

Koichi stared blankly at the ceiling of his quarters. After a week of rehabilitation he was released into the care of the C.C Corporation. Typically, he'd rest for a few more days at agency HQ before going back on patrols but the unease he felt kept relaxation at bay. The fight in the shipyard kept replaying in his head. His mind bogged down with a series of what-ifs that latched onto any reason to explain why he couldn't save that hostage. But all his hypotheticals always placed the blame back on himself. 

It brought back an unpleasant sensation that he hadn't felt since Kazuho's hospitalization after the Queen Bee incident. The powerlessness he felt while at her bedside waiting for her to wake up was unbearable.

I don't want to harm anyone, not even villains, but if that causes others to get hurt...should I even call myself a hero? 

Knock Knock.

Koichi peered towards the doorway. A cheery Makoto stared back him with her signature green contacts. Behind her stood a man in a black suit. He was a man of considerable height with a fair complexion. His hair was a dark amethyst worn slicked back to reveal an unexpected pair of eyes: His left a light purple, and his right a milky grey.

«Good Afternoon, Koichi!» Makoto approached merrily, clutching a small bouquet of flowers.

«Congrats on your discharge! Apologies for the lack of decorations in here, I've been swamped the last few weeks and Dean's been tied up with upgrading the agency's IT systems.»

Koichi accepted the bouquet and sported a bashful smile.

«It's no problem at all, thanks Makoto. I guess I'm partly to blame for all the extra work you've been getting»

«Surprisingly the commission resolved the incident regarding you rather quickly.»

Makoto turned to face the man behind her.

«Speaking of said resolution, here he is! Koichi say hello Mr. Charles Eisenhardt!»

Koichi leaped out of his bed and addressed the man with a deep bow.

"Hajimemash-I mean, It's nice to meet you my name is Koichi Haimawari."

«We may converse in Japanese if you prefer Mr. Haimawari.» Charles said calmly.

«Oh aw–sure...also you can just call me Koichi..» In his embarrassment, Koichi's gaze had plummeted to the floor.

Makoto chuckled.

«Haha! Dean was 100% right on how introductions were going to turn out!»

Ahem! Charles cleared his throat.

«With jokes now out of the way Ms. Tsukauchi I believe Koichi should be informed about why exactly I am here.»

«Haha, right. right!» Makoto wiped a small tear from her eye as she regained her composure.

«The FHC has assigned Charles as your heroics counselor for a few months.»

«Heroics counselor?»

Koichi's head tilted in confusion.

«Uh well... » Makoto's eyes shamefully pulled away from Koichi's gaze

Charles politely tapped Makoto on the shoulder, offering to explain. She silently oblieged and stepped to the side.

«Koichi, the FHC has deemed your recent actions as hazardous to prosperity of the city. My job will be to supervise your patrols and hero work for the next 5 months and determine whether or not your license should be revoked entirely.»

Koichi's eyes widened but not a word could escape his mouth. Somewhere deep down there was a part of him that was relieved. A part that wanted to back out of being a pro hero — to return to the simple tasks of cleaning up trash and helping the elderly cross the street. 

«Actually Charles I think it would be if I just qui-»

A yellow flicker in his periphery brought Koichi's gaze to the corner of the room. Koichi caught a glimpse of himself in the mirror. His eyes drawn to the scar on his left cheek. He slowly reached his hand to his face and touched it.

«I'll show you what kind of hero I am»

With beaming determination, Koichi shaked Charles' hand as Makoto showered the two with small applause.
