The Neutral Party does not want anything to do with the Superpower Rivalry; they want to stand in a position where they can benefit from both sides, and they must carefully avoid any alliance or statements that could be perceived as favoring one side.
The Western World wanted a free world and independence, a place where you can do whatever and prove yourself that you are worthy.
The Redecan Empire and Notheerass Kingdom wanted a single system world, where the powerful are the rule, and everyone is obligated to obey a single order.

Due to this divided view of the world, the Western World proposed a plan led by Empress Laora and Emperor Charles the Great. They wanted to form an alliance by uniting the superpowers of each region. They were successful in inviting the Western World, the Amamess Continent, and the Larrod Continent, but later faced a major setback due to the Superpower of Marlia and Lenenar making their stand clear that they do not want any part of it, cuase the Alliance proposal to a major held.
The Alliance is formed to suppress the Redecan Empire and the Northeerass Kingdom's influence, but somehow the Redecan Empire and Northeerass Kingdom win by not doing anything, just watching what will happen next. It was a pretty humiliating defeat for the Western world. Even after over twenty years, to this day, the alliance never succeeded, and when someone mentions it, it just becomes a mix chaotic conversation.
Now both sides are trying to win the Neutral party's trust to get them to their side, while clashing with each other at the same time.
In the World stage, they explain.
The Lenenar Continent: On behalf of the Intearity, the 12 Alliance, we are here to formally decline the invitation. We would like to stay in a position where we can focus on our growth and build a neutral friendship we are deeply respect everyone, and we are happy to continue our cooporation on the world trade.
The Lenenar Continent was later being pressured and received a bunch of negotiation requests from the Western world and its ally, in order to make them change their mind. It takes them 5 years for the Western World to give up.
The Engkor Empire: We would like to decline the invitation as we now have an internal issue with our ally as well, due to a major shortage. Even if we were to join the Alliance, we do not believe we are capable of providing support; we can't commit to such an agreement that we can not keep. So we respectfully decline. (An excuse to avoid being pressured by saying we are facing some kind of shortages)
A few years later, the Engkor Empire secretly cut off some of its trade and economic activity to make its statement more believable, then they did it again a year later. and reported a resource shortage for support, it was a risky move that could draw a massive backlash from the Western world, but it worked enough to keep them where they wanted to stand. After the full announcement of a major held of the Alliance, they slowly made things stable again, but still tried it a 2 to 3 more times to avoid any suspicion in the next 10 years.
The Cylard Empire. No comment, they ignored the summit that day because they are already economically independent and influential. The Cylard Empire is like the mini version of the Western world.
Unlike the Engkor Empire, the 12 Alliance needs to benefit from both sides in order to keep growing.
No major investigation has been launched as the Western World respects all parties' decisions and freedom.
