Hong Fei's mind presented a void, including himself, dotted with figures like stars. He could now use his Psychic Power to establish contact with anyone, or many people, at will. This was mental communication. If he delved his Psychic Power into someone's body, he could sense their thoughts, or even control their actions. That was Telepathy and mind control.
However, mind control wasn't absolute or eternal. The more determined a person was, the harder they were to influence. Like The Leader, Samuel. He couldn't even sense Frank's thoughts, let alone control him. Mind control had a time limit. Either continue outputting Psychic Power, or wait until it was exhausted, and the other party would return to normal. Speaking of Telepathy, one had to mention Professor X: Charles Francis Xavier. His mental abilities were almost unbelievably powerful.
