Some nations lacked sufficient transport capacity, dooming a portion of the population to be left behind, and the choice of who went and who stayed sparked considerable chaos. In still other countries, some people believed destruction was inevitable and began a final, hedonistic revelry, refusing to cooperate with any official actions.
Even in a nation like North Star, many people refused to evacuate. Their reasoning was mostly that concentrating the population in inland cities was like putting all their eggs in one basket.
